Job responsibilities:
Detail Description of Project Duties/ Responsibilities
1. Main Contract Tender Submissions :
Complete Review and understanding of the Tender Documents
Compilation of a schedule of deliverable, commercial requirements, key points.
Review of Bill of Quantities and split as individual trade package
Prepare tender enquires and issue to obtain quotations
Review all received tenders and preliminary techno commercial analysis
Preparation of Bid Tabs and tender assessment
Pricing of Bill of Quantities
2. Tender (Subcontract), Procurement and Contracts :
Overlook and review Bill of Quantities prepared for each Project and ensure in line with the project requirements.
Shortlisting Tenderers List,
Tender Pack Scope finalisation
Compilation of Tender Documents.
Prequalification of Tenderers, vendor development and pre-tender interviews
Inviting tenderers (bidders) to submit their proposal for the relevant trade tender
Coordinate and manage the complete Tender Process
Review of received Tenders to ensure like for like proposals, techno commercial assessment to ensure proposals received are in line with the requirements, review of Bid/Comparative statement.
Sourcing of all material in line with the Clients requirements.
Solely responsible for negotiations on agreement terms and conditions, price negotiation.
Final negotiation and internal recommendation
Take a lead in the Pre-let Meetings for final negotiations on Pricing, Agreement Terms and Conditions
Tender recommendation and compilation of Draft Agreements
Implementation of “Value Engineering Process” in order to obtain specification upgraded along with cost saving.

Job responsibilities:
Liaise with the Projects Department on their planned procurement requirement.
Preparing project’s list of materials / suppliers and subcontractors to identify the scope of work.
After getting the technical requirement for any purchased material, review/assess technical specifications, bill of quantity, and drawings to determine suitable vendors/suppliers within the required timeframe..
Float enquiries, ensure that the technical specifications are met fully as per the requirements of the Project Manager/Engineer in charge
Scrutinize subcontractors’ material technical submittals to ensure the scope of work and contractual terms and conditions are implemented and review the technical data to maintain a proper submission.
Review and negotiate supplier and sub-contractor quotations to determine the best price and delivery date as per approved vendor list within the required timeframe
Source out suppliers and sub-contractors and get them prequalified to be in the company’s approved vendor list whenever time is available. Maintain a register of approved suppliers for each type of product and/or service and manage the maintenance of this register in terms of addition/renewal.
Follow‐up on material delivery and documentation requirements.
Implementation of “Value Engineering Process” in order to obtain specification upgraded along with cost saving.
Negotiate with approved suppliers & subcontractors regarding discounts, delivery terms and payment terms which will benefit the company
Manage suppliers to meet objectives related to cost, delivery performance, schedule and quality
Day to day monitoring of procurement and materials approvals reports to secure ahead-of-time progress..
Arranges and participates in conferences between suppliers and engineers, purchasers, inspectors, and other company personnel to facilitate material inspection, substitution, standardization, rework, salvage, utilization.
Skills:
Experienced in computerized procurement modules such as Build smart & working knowledge of windows applications like EXCEL, WORD etc.
Experienced in Management Information System like Project specific Procurement logs, Bid Summery, Procedure. General conditions of Purchase.
Good negotiations and vendor management skills.
Very good communication skills.

Identification of Procurement Items.

Review and analysis of users purchase Requisition, Local purchase order and Bid summery of all construction materials.
Review of vendors (sub-contractor) offers from technical (preliminary) and detailed commercial point of view.
Scrutinize subcontractors’ material technical submittals to ensure the scope of work and contractual terms and conditions are implemented and review the technical data to maintain a proper submission.
Negotiations, order placement, Expediting and positioning the goods on site as per EPC project schedule.
Co-ordinate with supplier during all phases of project execution.
Preparation of Tender List and Company Prequalification.
Experienced in computerized working knowledge of windows applications like EXCEL, WORD etc.
Experienced in Management Information System like Project specific Procurement logs, Bid Summery, Procedure. General conditions of Purchase.
