PRINCIPAL RESPONSIBILITIES
• Monitor and oversee the performance of the Consultant and the Contractor in relation to the timely execution of the works at site in all technical, safety related, commercial and legal aspects.
• Ensure that all relevant managerial tools are being implemented like organization chart, schedules, material approval and ordering lists, shop drawings log, method statements, safety plans, etc…
• Ensure that proper material approval procedures are in place
• Ensure that proper design review (if required) and shop drawing approval procedures are in place
• Ensure that efficient and adequate quality control procedures are in place
• Monitor all technical matters pertaining to design development and technical considerations.
• Identify major areas of concern; provide solutions and escalate to E&C management in case required.
• Participate in regular progress meetings and provide technical advise where required.
• Participate in Value Engineering studies and exercises prepared by the Consultant as required
• Review Reports by the Consultant for further submission for conformity to accepted standards, compliance with statutory requirements, completeness, accuracy and inter-disciplinary coordination.
• Review monthly Report by Consultant
• Prepare monthly and interim progress reports to E&C-Management
• Prepare / review technical reports, cost estimates, specifications and other necessary plans
• Prepare Variation Orders, Work Orders etc. following established procedures
• Follow up on established Taking-over and Handing-over procedures
• Ensure that telecom international standards, procedures and TPQ telecom guidelines are properly implemented.
• Follow up on snags and defects rectification
• Liaise and coordinate with other UDC-Departments and UDC-Subsidiaries and provide required information in a timely manner
SPECIFIC ACTIVITIES
• Follow up and execute the work plans for the Department to assist the Senior Engineer of the said department under the supervision and directive of Infrastructure Manager
• Ensure the proper delivery, in time and in performance, of technical and services with close coordination of:
o Other departments of UDC and their associated representative parties in TPQ for telecom and non-telecom services running on TPQ island wide built up area, mainly the assigned Operations entity for TPQ ELV systems.
o Telecom National licensees (Qtel, Vodafone Qatar, ictQATAR...) operating in the state of Qatar for different services delivered and innovative services for future deployment for Voice, Data and Video.
o Main telecom Contractor/Operator in TPQ for the implementation of Cisco triple play telecommunication network and all ELV systems running or under design for future implementation and operation.
o Other TPQ Engineering & Construction divisions and UDC consultants for TPQ project.
• Ensure, on daily basis, the proper completion of telecom programme for operation and customer services, including the maintenance of current network, TPQ Data Centre Warehouse, TPQ applications.
• Contribute in the delivery and achievement of different administrative and technical services following construction and operational planning.
• Under the directive and Infrastructure manager and supervision of the Senior Engineer, develops innovative working methods, procedures, and best practices for the improved delivery of services.
• Provides activities and feedback reports to his manager on all the matters for which he is responsible, and cooperates with the Senior Engineer and with other Departments.
• Closely inspects and monitors UDC ELV on-going projects, and completed and operational systems
• Ensures the implementation and maintenance of the UDC HSE quality and policy.
• Ensure that telecom international standards, procedures and TPQ telecom guidelines are properly implemented.
• Performs other duties as required.
- Responsible for all IT enterprise systems and vehicle testing systems MAHA
- Manage enterprise networks, all station infrastructure and mobile units
- Maintain ISO 9000-2001 Quality Management which includes IT policies and procedure.
- Manage & Supervise Server Administration, OS Management, security updates, email servers, file servers, and critical data backups.
- Responsible to manage and operate all ELV systems.
- Quantifying expansion plans for future projects and offices in terms of IT resource requirements and proposing cost-effective solutions to yield optimum benefits and ROI.
- Ensure regular end-user training sessions in order to improve productivity of staff.
- Implement Security Policy as per guidelines; maintain Software Manuals and troubleshooting procedures.
- Implement in house developed solutions for troubleshooting external programs.
- Manage Redhat Fedora Core 2 as web server with PHP and MySQL database.
- Maintain Wireless Access Points and terminals.
- Manage Work Flow System and Document Management systems
- Ensure the implementation of ISO 9000-2001 standards and document management policy within systems.
- Ensure all server security, backup and recovery.
- Implement new technical reports and software strategy.
- Ensure effective use of the system and train users.
- Report to management for any non-conformance and take effective measures.
