• Conceptualization, elaboration and implementation of procurement and contract strategy including tendering processes and evaluation, contractor appraisal, evaluation and negotiation of offers, administration of the contract and the performance management of the contractors, legal considerations and payment conditions as well as risk assessment.
• In charge of the Tendering process from elaboration of Tender documents, preparation and issuance of bulletins, to final award
• Preparation and review of technical specifications, terms of references, scope of works for the project,
• Assistance in cost estimations for the required goods/services/works;.
• Analysis and evaluation of the requirements and synthesis of proposals for cost-saving strategies.
• Guide other staff through the procurement process as necessary (other practitioners, evaluation committee members, clients etc.)
• Responsible of the MEP /Architectural Sub-Contractors pre-qualifications
• Prepared and coordinated the MEP tender process from the invitation to Tender till the Contract award, the MEP works divided in 2 packages, budgeted approx. 350 M USD
• In charge of the Architectural Finishes works major sub-contractors pre-qualification process
• In charge of the Architectural Samples collection and approval strategy
• In charge of the Mock-Up and Samples room from construction to the final approval by the client.
Job Responsibilities:
•Supported new foreign companies in different sectors (Design and construction) to settle procurement department, established policies and procedures process for procurement to meet them standards and expectations.
•Analysis of vendor costs, created proposals and contracts for the procurement of materials or services and advised selection of vendors and suppliers.
•Establishing and maintaining reports to track completion of procurement deliverables and ensured they adhere to the overall requirements of the materials or service requested by my clients,
•Training procurement teams how to facilitate tendering process and negotiation phases.
•Guided them during the entire tendering process, from spend analyses through technical specifications and market analyses till the final contract agreement.
•Assess opportunities for cost-reduction in external spend
•Developing category management strategies that drive business participation in the cross-functional teams that coordinate procurement across the business and deliver on targets;
•Developing the skills, knowledge, capabilities and performance of the resources within the Teams being managed to ensure the team delivers its objectives and opportunities;
•Supporting and propagating best practice EHS and environmental behaviors, values and standards within the team, the function and the supply chain;
•Building and maintaining strategic relationships with key Suppliers to FOR-DI within allocated categories. Manage performance of Suppliers within allocated categories;
•Championing risk management process in contract management and the purchasing of materials and services within the Team’s allocated categories throughout the business.
-Succeeded to settle the procurement department involving a team of 06 buyers, 01expeditor and 01 admin assistant,
-conducted several audits through the projects department so to clarify real business needs and set up the real organizational procurement methods, procedures and trained the Procurement team
-Ensured procurement activities for a budget equivalent from 5 up to 08 Million Euros for specific short terms project
-Negotiating prices and terms and conditions to ensure a significant cost saving related to procured materials for different project and ensuring maximum “value” for purchases
-Participating in the Tendering phase and providing best solutions to ensure projects bidding success, with successful results for AirLiquide project.
-Succeeded in reducing costs by 30 to 40 % material costs
-Interacted with the cost value of Airliquide project by impacting the procurement cost on the prior estimate of the said project, relevant result of nearly 20 % positive as per the primary bided price.
-Actually ensuring procurement of valued items (for GCCIA project in Saudi Arabia) and finalizing cost reducing by half as compared to the initial budget specially for Control panels and specific cubicles and camera poles (already gained +60% of initial estimated budget).
-Selecting and managing vendors -- from contract negotiations to establishing long-term strategies
-Identifying and recommending pre-qualification of suppliers and subcontractors so that a range of suitably competent sources are available
-Seeking quotations from local and international suppliers so to ensure quality and cost saving are enhanced, with a focus on the low cost regional countries like India, Malaysia and Turkey.
-Evaluating bids from suppliers to ensure that specifications are met and the most competitive bid is selected,
Defining the specifications and procedures for tenders in coordination with the engineering department.
-Receive, verify and action approved purchase requisitions for the purchase of specialized or complex nature spare parts, materials and supplies that require development of detailed specification.
• Select potential suppliers from approved list and prepares and issues tender documents in line with Tender Committee policies and procedures.
• Maintain and Monitors Vendor Performance related issues
• Receive quotations and prepares commercial bid evaluations for relevant Tender Committee.
• Participate in vendor negotiations leading to contract or purchase order award.
• Develop and maintain Procurement SAP Vendor database to develop enhanced reporting for Approved Vendor Register.

-Reduced drastically the Servicing costs by implementing a successful strategy of low cost outsourcing in country, (Maintenance Camps cost, and tooling for the Turbines servicing jobs)
