In charge of the planning, development, preliminary design, quality control and management of civil, maritime and port projects at the ArcelorMittal Lázaro Cárdenas, Mexico plant.

My responsibilities are:

1. Identifying new infrastructure requirements or, in other cases, proposing the modification and repair of existing infrastructure in order to facilitate the more efficient operation of ArcelorMittal's steel plant or marine terminal;
2. Elaboration of a conceptual design of new infrastructure or facilities to be modified or improved; as well as the elaboration of technical specifications and compilation of Construction Standards applicable to the project;
3. Elaboration of Terms of Reference, preparation of Project Task List, and other necessary documentation for the tender and / or request for quotation from external contractors;
4. Close supervision of all activities done by the contractor on the job site, verifying the quality of materials, equipment, and new infrastructure; checking the adherence to regulations and standards of health, safety and care for the environment by the contractor personnel;
5. Follow-up of the progress of the work and its compliance with the contract program, which includes the identification of probable hazards that might threaten the continuity of the construction process and implement the necessary preventive measures;
6. Management, cost control, monitoring and accounting of the project, including the revision and, where appropriate, approval of contractor’s payment claims considering the amortizations of advance payments or other payments, and the review and approval of extra work and change orders;
7. Delivery and closing of the project verifying that all the documentation is organized and filed, including the handover/reception of technical or operational manuals and warranty certificates of equipment and other infrastructure.

Responsible for overseeing and managing the construction of the first automated container terminal in Latin America owned by APM Terminals in the port of Lázaro Cárdenas, Mexico, under the FIDIC Contracts (Fédération Internationale des Ingénieurs-Conseils) modality, with an investment of more than US$900 million Dollars.

My responsibilities were:
Assist the Project Manager in the following tasks:
1. Establish a close liaison and engagement with the client to facilitate the exchange of information and follow up on the instructions and commitments resulting from the project's progress meetings.
2. Supervision of all activities done by the contractor on the job site, verifying the quality of materials, equipment, and new infrastructure; checking the adherence to regulations and standards of health, safety and care for the environment by the contractor personnel;
3. Follow-up of the progress of the work and its compliance with the contract program, which includes the identification of probable hazards that might threaten the continuity of the construction process and consequently implement preventive measures;
4. Management, cost control, monitoring and accounting of the project, including the revision and, where appropriate, approval of contractors' certificates for payment considering the amortizations of advance payments or other payments, review, and approval of extra work and change orders;

My responsibilities were:
1. Overseeing and managing the capital dredging of Lazaro Cardenas Port's main access channel, secondary navigational channels and maneuvering basins to the depth of -19 meters; total volume: 4.1 million Cu meters; contract value: $60 million US Dollars;
2. Monitor and report to the PYECSA Management Board on the progress of all dredging activities within the program, including significant milestones, and any conditions which would affect project cost or schedule;
3. Monitor and report to the PYECSA Management Board on the productivity of marine dredges, consumption of fuel, inputs, and spare parts;
4. Preparation and issue of weekly and monthly progress reports to the PYECSA Management Board.

Responsible for coordinating and leading the supervising team of the construction of Pemex’s oil terminal at the Port of La Paz, Baja California Sur, Mexico. Contract value: $35 million US Dollars.

drawings; as well as the implementation of the applicable construction standards
in order to meet the Pemex Quality Management System.
2. Development and implementation of communication mechanisms among all those involved in the project;
3. Monitor the performance of the contractor during all phases of the project and follow up on the project program's critical path and implement corrections in case of diversion;
4. Preparation and elaboration of weekly reports to inform physical and budgetary
progress;
5. Authorize payment claims issued by the contractor and validate the need to realize
change orders for the project owner to approve them.

Senior Resident Engineer في Terminales Portuarias del Pacifico – TPP

Specifically, I revised that the documentation relating to the planning, contracting, implementation and commissioning of projects was correct according to the Public Works Act and its Regulations.

My responsibilities were:
1. Perform audits to Federal Government Agencies to verify that all documents
issued for any bidding process is complete, correct and in compliance with the law;
2. Verify that the process of awarding public works contracts is carried out in accordance with the Regulations and Laws;
3. Check that the progress of works and its corresponding certificates of payments
are carried out according to the stipulated in the contract.
