Reporting to the Vice Provost Planning & Institutional Effectiveness, the Dean: Institutional Effectiveness and Accreditation leads processes related to external institutional and program accreditation and internal institutional assessment with the aim of sustaining continual quality improvement in the Higher Colleges of Technology. The Dean is also responsible for the development and implementation of research and analysis techniques that measure institutional effectiveness and support planning processes both at the system and college level.
Co-coordinating the moderation processes of accrediting agencies.
Disseminating accreditation reviews and feedback to all stakeholders within and external to the HCT.
To oversee the development and implementation of strategies aimed at improving quality and institutional effectiveness by internal quality assurance reviews and
Providing leadership that supports the continued improvement of academic quality systems and processes.
Developing cyclic internal evaluation and assessment processes in support of institutional planning.
Promoting understanding and utilization of continuous quality improvement processes across the HCT system.
Chairing the System Program Quality Assurance Committee.
Developing of key performance measures in consultation with college and system system directorates that highlight institutional effectiveness;
Developing monitoring systems for the purpose of measuring, analyzing data and developing reports relating to institutional risk.
To work collaboratively within the office of Planning and Institutional Research to co-ordinate data gathering, analysis and dissemination in support of HCT System Strategic Planning .
Identifying data needed to provide timely and accurate information to support processes relating to quality improvement, institutional effectiveness and accreditation.
Preparing relevant reports to support policy development, and strategic management for the HCT.

DIRECTOR: QUALITY MANAGEMENT AND STANDARDS at Eastern Cape Department of Education in South Africa

Worked very closely with the Strategic Planning unit as part of Strategic and Quality Management Chief Directorate. I was responsible for Comprehensive Systemic Evaluation: I commissioned Longitudinal evaluation studies across the system based on the needs/areas identified in the Annual Quantitative School and Learner Report that is based on the Education Mgt Information System data generated from the Annual Quantitative Survey. I have initiated this process from 2003 led and guided a comprehensive baseline evaluation study for the first time in the Eastern Cape Department of Education, the biggest province and department in South Africa. This baseline study consisted of 25 different evaluation reports using as its backdrop the quantitative data from EMIS and Statistics SA. I have established a system of Focus and Reference Groups for each evaluation study to ensure quality and validity. These evaluation studies along with the quantitative evaluation study formed the backdrop of the strategic planning and review sessions that the department has.
I was responsible for Whole School Evaluation across 6500 schools in the biggest, most impoverished, challenged provinces in South Africa. After schools are evaluated against 9 areas of evaluation, individual school evaluation reports are generated per school and integrated into one provincial report to advise and inform managers, circuits, districts and the National Department of Education on the state of education in the province.
I initiated standard setting and benchmarking in the ECDoE, developed and facilitated workshops on standard setting and the evaluation study (Service Delivery Perception Survey) informed realistic standard setting for the Department.
Over and above these functions, I have negotiated partnerships with Higher Education Institutions that serves on Focus and Reference Groups of the evaluation studies and Iserved on accreditation panels for Higher Education Programmes in the Eastern Cape.
