Luca Blesio

Luca is a civil structural engineer with experience in a broad range of infrastructure and industrial
assets including on-shore Oil&Gas projects, bridges, roads, railways, metros and LRT systems,
buildings projects and renewable energy (PV plants) projects.

He is currently working for an EPCM Contractor PEG E&C in Dubai, as Project Director and Civil
Engineering Manager respectively of Infrastructure and Oil&Gas division. Ad interim he is also
Business Development Manager for the development of the Infrastructure division in MENA region.

- Responsible of Civil Engineering and Infrastructure Department (design and construction of 6 contracts Site preparation, Oil plant & LPG center (EPC1), flowlines and pipelines (EPC2), roads, earthworks, new wells, monitorings and landslide remediation works for a value of civil works about 450 million euros and value of project 1.6 billion euros); 
- Responsible of the Field Engineering service (roads and facilities maintenance during execution, site inspections & remediation works, technical assistance during execution)
- Responsible of a team of five engineers (two Geotechnical Engineers, two Field Engineers and one Interface Engineer).
- Management of the monitoring plans (structural and geotechnical) 
- Preparation of maintenance and inspection plan for the complete refurbishment of roads.
- Risk management consultancy to improve quality control and safety during execution (audits of site supervision & QA/QC system, inspection for the occurred landslides, root cause analysis reports with corrective actions, remedial costs forecast and long term integrity review);
- Contract Management of civil engineering activities for assigned contracts (preparation of scope of works, technical assistance during tendering phase and contractor evaluation);
- Preparation of budget and production of the necessary reports for budget approval (PP presentations, business strategy, resource requirements, planning, etc.)
- Supervision of Contractors (technical assessment of change orders, derogation request approval, quality management system review and implementation, resolution of NCR);
- Preparation of construction permit requests and to obtain permit to build issued by local and national authorities.

JABAL OMAR DEVELOPMENT PROJECT is a project in the centre of Makkah that will see the construction of 37 towers and the three luxury hotels (Marriot, Hilton and Hyatt), primary infrastructure (water supply schemes, sewerages and galleries for the infrastructure services), hundreds of shops and air-conditioned prayer facilities for 100, 000 worshippers as well as housing, close to the Grand Mosque.

Duties and Achievements:
- Project Manager in charge of coordination of the 4 offices involved in the project (Socotec International in Paris, Socotec Iberia Barcelona, Socotec Lebanon and Saudisocotec KSA)
- Coordination and solve issues related to the all trades (Structural, Mechanical, Electrical, Structural and Architectural).

Drainage tunnels of the Maldonado subterranean river and discharge chamber systems into the Rio Della Plata (Buenos

- Developed and produced the new design for roads, drainage systems, sewerages and deep excavation works in urban area through all step of the design (concept design, schematic design, issue for construction and shop drawings phases) as Structural and geotechnical specialist.

- Developed and produced the design issued for construction phase) of the underground structures, steel constructions, retaining structures, deep excavation works and relocation sewerage systems for the new subway line B1 as Structural and Geotechnical
specialist.

- Technical assistance to the Site Managers, included the resolution of the non-conformance reports.

Final design of road and box culverts of bridge accross the River Niger (Lokoja/Shintaku in Kogi State, Nigeria) . Value of works: 2 million (USD)
