Staff Management:

Manage CARE’s field hub / center:

liaises directly with key partners including implementing partners (e.g. CBOs), contractors, experts to implement the project component or components. also liaises with other interested parties like UN agencies, NGOs or governmental agencies and community organizations to ensure coordination of activities, promote CARE’s work and create synergies. Through conducting field visits to CBOs in addition to the effective participation in coordination meetings and facilitation the donors visit.

• Program strategy, development and planning:
o Work with Livelihoods Coordinator on the continuous development and improvement of the IRC livelihoods program strategy for southern Syria.
o Support in the development of new project proposals and budgets alongside the Livelihoods Coordinator.
• Market assessments:
o In collaboration with the Information Management team, lead in the development and implementation of markets assessments including labor market assessments and value chain assessments.
• Project implementation:
o Oversee implementation of all IRC livelihoods program activities implemented in southern Syria, which is planned to include business and life skills training, literacy training, apprenticeships, vocational training, and entrepreneurship activities.
o Conduct regular monitoring of training and outreach activities to ensure programs are delivered in line with IRC’s Livelihoods Guidance Note and Standard Operating Procedures (SOPs), maintaining program records as per activity guidelines, to ensure transparency and compliance with internal and external protocols.
o Ensure translation of documents from English to Arabic and Arabic to English as needed, including market assessments, assessment reports, training materials, registration forms, advertisements.
o Ensure proper documentation of all activities, including documentation of beneficiary eligibility and cross-checking, project studies, attendance records, etc.
o Work closely with the Supply Chain department and the Livelihoods Coordinator in the development of the program procurement plan.
• Monitoring and Evaluation:
o Ensure programmatic target indicators are being met within the pre-established deadline.
o Ensure project tracking tools feed into the ERD databases in close coordination with the Information Management unit.
o Analyze and review project assessments and suggest modifications to the project design as needed.
• Grants management:
o Responsible for specific budget lines allocated to the Livelihoods Manager and for producing monthly spending plans and bi-weekly cash projections that are linked to program activity work plans.
o Prepare first technical draft of donor reports as required for the project working with ERD M&E staff to provide up to date monitoring data
• Team management:
o Directly manage Livelihoods Center Senior Officers; provide ongoing support, coaching and capacity development opportunities. Identify issues, problems and/or concerns affecting the program with the Livelihoods project team and, as needed, present recommendations to the Livelihoods Coordinator.
o Ensuring performance management of direct and indirect reports are in line with IRC standards.
o Respond to any questions from the field teams regarding implementation, strategy, operations, security approvals, movement plans, etc. Escalate issues as needed to the Livelihoods Coordinator.
