Reporting to Head of Proposals Unit (Principal).
Prepare English/French/Arabic proposals for worldwide private/public sector clients covering Pre-Contract (Design, studies, etc.) to Post-Contract (Management, supervision, etc.) engineering consultancy services.
Study RFP/RFQ (Request for Proposal/Quotation) instructions, scope of work, TOR (Terms of Reference), contract conditions, etc.
Bid/No-Bid decision: Verify eligibility criteria, risks and win strategy. Secure legal and insurance requirements. If needed, promote position/expertise through JV/associations with independent/affiliate/sub-consultant firm(s)/experts.
Structure table of contents for technical and financial volumes in line with RFP including Executive Summary, Project Comprehension, Methodology, Organisation Chart, Time Schedule, Manpower Histogram, Similar Experience, CVs, Registrations, Remuneration, Fee Breakdown, etc.; outlining responsibility matrix for involved parties (Other departments / associating firms).
Collect and raise queries/clarifications to the client and update material upon all subsequently issued addenda/clarifications.
Request/coordinate/follow-up input required from involved parties and review it for compliance and responsiveness.
Conduct the development/quality/proofreading of all proposal text, graphics and supporting documents.
Prepare financial proposals (Staff costs + direct costs) in the client’s forms (If provided); based on the estimated man-months input, trips and other direct costs (Printing, surveys, CGIs, etc.) anticipated by each involved party.
Calculate/order/follow-up bid bonds if required and extend their validity upon extension of time or client’s request.
Submission:
Locally: Direct the production, printing and compilation/packaging of the proposal’s hard and soft copies (PDF on CD/USB).
Outside Egypt: Dispatch well-structured proposal material via email/FTP, ready for production by regional offices.
E-tendering: Upload submissions (World Bank's eConsultant2, EBRD's eSelection, SAP ARIBA, DP WORLD's BuyWorld, etc.).
Maintain the organization’s quality, policies, liabilities, image and reputation throughout the process.
Post-Submission:
Respond timely to clients’ post-tender queries, re-tenders, BAFO; coordinating and reviewing responses and submission.
Representing the company in local bid openings; conveying results, competitors and important impressions to the management.
Ensure the update of different resources databases and boilerplate (Technical and financial).

Standards and Eurocode, for earth retaining and deep excavation supporting systems, including:

v. Quantity survey (Concrete, steel, etc.) with expected overconsumption
vi. Issue purchase orders of materials from suppliers along the project duration
vii. Quantity survey audit for running projects (actual vs estimated)
viii. Prepare loading tests results (for piles and anchors) with graphs
ix. Prepare invoices submitted to clients/consultants, with all relative supporting documents
x. Issue invoices for payment to subcontractors with calculated quantities of executed works
xi. Write letters to and reply clients, consultants and subcontractors
xii. Attend kick-off, progress and clarification meetings with consultants and clients
xiii. Correspondence with the French mother company Sefi Intrafor (Technical, purchase orders, etc.)
xiv. Assist in offers submittals for new projects; quantity survey, develop method statements, tender
drawings, financial offer, BOQ, special conditions, etc.
xv. Study and revise contracts to be signed with owners/main contractors/consultants (Including FIDIC
contracts) and developing contracts to be signed with subcontractors
xvi. Participate in making time schedules and cash flows
