Fiscal policy and planning:
Working as both Second Secretary and First Secretary at the National Board of Revenue, I was engaged in policy formulation activities under customs and VAT Acts and Rules. The major challenge was to formulate policies and guidelines for maximizing Government's tax revenue and ensuring trade facilitation at the same time. I was closely engaged with preparation of Annual Budget, especially income/collection side, amendments of Acts, Rules and procedures. These helped me gain experience in economic and budgetary policy planning.

Fiscal Policy implementation:
As Second Secretary and First Secretary of the National Board of Revenue and Assistant, Deputy, Joint and Additional Commissioner in Chittagong Custom House, Benapole Custom Hose, Customs Excise and VAT Commissionerates of Rajshahi, Dhaka (North/South), Sylhet and Chittagong, I have gained immense knowledge and experience in various customs and Value Added Tax policy and implementation issues and trade facilitation, valuation, customs classification, rules of origin, enforcement and in simplification of customs and VAT Procedures.

Accustomed to Targets oriented job:
In more than 16 years of job under NBR, I was Divisional Officer of seven Customs Excise and VAT Divisions as Assistant and Deputy Commissioner; each Division is the supervising offices of 4 to 7 Circle Offices. I used to lead and supervise the Circle Offices and Land Custom Stations in collecting VAT and custom revenue to the tune of annual targets. I feel proud that I did never fail to achieve the revenue collection targets. Enforcement in terms of field activity relating to operations against tax evasion attempts, business audit and intelligence operations were the major tools for attaining revenue collection targets.

Analyzing trade data and participating in trade negotiations:
A major responsibility of working as Second Secretary and First Secretary of the NBR and Assistant Commisioner, Deputy Commissioner, Joint Commissioner and Additional Commissioner of Custom Houses and Customs Excise and VAT Commissionerates was to manage and analyze ASYCUDA Customs Data of both import into and export stage and statutory VAT documents, returns and business data business entities. Handling such data as regular business process helped me gain good experience in analysis and synthesis at complex job environments.

Team work:
Assessment of duties and taxes at import/export stage has been automated since 1995 in Bangladesh, but a major part as detection and management of tax-evasion attempts by business entities and collection of proper revenue is always risk management and surveillance job that entails much of team efforts. Similarly as supervising position from the beginning of my job career, I was engaged half of my work as Division Officer and following higher positions to prevent leakage of VAT, Supplementary Duty, Excise tax and other dues at local manufacturing and service stages. Those were preparation and management of rigorous teamwork to succeed the daunting challenge of revenue collection target and implementation of National Budget.

Negotiation:
As Joint Commissioner of Benapole Custom House and Additional Commissioner of Customs, Excise and VAT Commissionerate Chittagong, I performed bilateral negotiations with Indian Customs as principal negotiator for Bangladesh as member of the Joint Group of Customs of India and Bangladesh.
