Required to carry-out the preparation of the Take Over Certificate for the Diriyah Gate Development Authority (DGDA) and
the Scope of the project includes the Construction & Commissioning of infrastructure utilities & roads for the central region
of Wadi Safar. This includes the construction of primary, secondary, and tertiary roads; MV & LV underground Networks;
Telecom Networks; Street Light Networks; Potable Water & Fire Fighting Networks; and Irrigation Networks, assets
registers. In addition to this, the project also includes the construction of Potable water and irrigation stations at Wadi Safar in a planned and efficient manner. The total cost of the project to construct and handover has been approximately
estimated to 3.4 billion SAR, which will be completed and in operation by July 2025.

 Undertake the preparation of MCC plan and make sure that fulfilled as per client requirements and meeting Aramco GI manuals.
 Producing the commissioning program.
 Follow up of the commissioning team.
 Ensure that the project has the required resources to perform the different tests required and all material, facilities, tools are on site.
 Producing the commissioning file which includes all method statements, single line diagram, site instructions, deviation list and base design comments, various tests, switching program, relay setting calculations, equipment’s data sheet and specifications, relay manual, relay testing software, and any other required items.
 Attend commissioning panel meetings on site with other project members.
 Produce a contingency plan for an emergency should the required circuits be switched off and the situation requires restoration of the operation of one or more circuit during commissioning of existing circuits modification.
 Undertake a prior review of the Contractor’s proposed mechanical system testing & commissioning methods and schedule.
 Manage entirely materials and data to help establish and maintain effective communication and information systems within unit.
 Commissioning inspections and site coordination of MEP services
 Ensured timely completion of start-up and commissioning activities.
 Provided Engineering leadership to coordinate design, construction and commissioning activities.
 Oversee the preparation of commissioning schedules based on the quantum of job and duration for each activity as well as prioritize system completion requirements in order to steer construction completion.
 Provide guidance to the Commissioning Engineers in analyzing the scope as per contract as well as ensure the preparation of procedures for systematic and sequential pre commissioning /commissioning /start-up of the facility.
 Commissioning the MEP systems with responsibility for all scope deliverables, budget and schedule.
 Acting as Commissioning Authority and documenting all the required LEED and sustainability Commissioning recorded.
 Commissioning inspections and site coordination of MEP services.
 Final Testing and Commissioning with Consultant and Client, Preparing the punch list, daily and weekly schedule for completing the work.

DUTIES & RESPONSIBILITIES
 Provide leadership to the team involved in reviewing and finalizing the design as per FEED and assisting the client on
value engineering.
 Provide technical assessment in finalizing the MTS, MR’s, NMR’s and MTO’s with client as per contracts and specifications
and assisting procurement and quality to meet the technical requirements as per codes and standards.
 Providing supports on change orders to contracts and finalizing with client in meeting as per the project requirement.
 Performed HR functions of on boarding, recruiting, interviewing, benefit analysis and terminations.
 Managed all quality functions - developed and implemented improved quality techniques
 Managed all health, safety, safe work practices and environmental issues/projects
 Directly involved with all technical requests, as well as implementation and project management
 Directly involved and provided support to all lead engineers in preparing the technical queries related to the project
requirements.
 Where required prepare technical clarifications to the tendered design to suit specific on-site construction and coordination
issues.
 Review Contractor’s mechanical services material proposals against specified technical performance requirements and
advise the Project Director on the appropriateness of the proposals.
 Review Contractor’s proposed subcontractor(s) associated with the engineering works from a technical standpoint.
 Undertake general project site observation/inspection of the mechanical services works for Contractor’s adherence to
the approved shop drawings and Consultant’s specification, good working practices, and construction schedule.
 Monitor and promote health and safety on the site. Record and report any breaches to the Project Manager. If required
stop the construction works if unsafe practices are being followed.
 Be available to undertake off-site inspections of proposed equipment and materials as may be deemed necessary by the
Project Manager.
Take part in risk workshops and report any risks associated with MEP installations or general project to the Project
Director.
 Review Contractor’s installation method statements.
 Review Contractor’s shop drawings against the design \[tender\] drawings for compliance with the design intent and
return to Project Director with appropriate comments/approval within the specified contractual period (normally 10
working days).
 Where required prepare technical clarifications to the tendered design to suit specific on-site construction and coordination
issues.
 Review Contractor’s mechanical services material proposals against specified technical performance requirements and
advise the Project Director on the appropriateness of the proposals.
 Review Contractor’s proposed subcontractor(s) associated with the engineering works from a technical standpoint.
 Undertake general project site observation/inspection of the mechanical services works for Contractor’s adherence to
the approved shop drawings and Consultant’s specification, good working practices, and construction schedule.
 On a spot basis, witness mechanical system final testing and commissioning.
 Maintain an on-going list of mechanical services defects for contractor’s remedial action.
 Facilitate resolving design issues with owner.
 Head and manage procurement of selected materials.
 Provided Engineering leadership to coordinate design, construction and commissioning activities.
