• The management of the Contracted Maintenance, Security, and Cleaning Services Providers, through their site managers and supervisors, to ensure the delivery of service to the required standards within the agreed budgets and to requirements as set out in Service Level Agreements (SLA).
• Prepare scope of work for all Soft Service & Maintenance Contractors.
• To oversee the Commercial Property’s service providers and third party contractors.
• Endorse all service delivery documentations and provide support documentation for payment of service providers invoices, document short comings and set contractual penalty clauses in motion.
• The maintenance and monitoring of procedures and records relating to the Building Fabric, Mechanical and Electrical maintenance.
• Identify problem areas and proactively recommend and implement / execute rectification plans within relevant guidelines as needed.
• To ensure that all plant and machinery is being effectively and efficiently maintained by third party contractors in accordance with the maintenance schedules and that all records are accurately maintained.
• Procure and oversee tenders of floated maintenance contracts. Prepare the schedules; specifications; asset lists; place orders; audit works on site; agree payments within the approved budget.
• Procure and administer minor works. Prepare schedules and specifications, simple working drawings and diagrams; provide cost estimates; place orders; supervise works on site; agree payments within the approved budget.
• Assist in compiling and coordinating the survey programs for the mechanical and electrical services in properties and assist in delivering the program.
• Manage and monitor delegated maintenance budgets; be responsible for providing timely and accurate reports on maintenance budgets.
• Procure and manage external consultants advising them on and ensuring that their work is in accordance with corporate best practice
• Ensure that all mechanical and electrical maintenance work (including testing and inspection) complies with: -
1. corporate and statutory requirements as far as reasonably practicable
2. corporate financial and procurement procedures; and
3. current statutory and corporate health and safety requirements.
• Carry our regular site inspections to identify and record and report and monitor the condition of all M&E plant within the site.
• Liaise with other professionals undertaking project work and provide site and maintenance information and inspect works as required.
• Review relevant hand-over documentation to ensure that it is accurate and complete; report/action any short- comings as appropriate.
• Ensuring that all defined services are completed in accordance with all operating procedures and within the Health & Safety (H&S) guidelines.
• Establishment of KPIs of the outsourced contractors and track performance levels of these contractors providing services against set KPIs and SLAs
• Responsible for evaluating tenders for sub-contractors and outsourced works and effectively managing quality and cost to meet target
• Responsible for the day to day delivery of all the services and contractual obligations that company provides for the client including meetings, site monitoring and reporting
• Coordinating with Mechanical, Electrical & Plumbing team and ensuring smooth and efficient operation of all the equipment
• Develop and maintain standard operating procedures, emergency response procedures, preventive maintenance plan and all technical documentation.
• Ensuring that all defined services are completed in accordance with all operating procedures and within the Health & Safety (H&S) guidelines.
• Establishment of KPIs of the outsourced contractors and track performance levels of these contractors providing services against set KPIs and SLAs
• Monitor the statutory services, such as fire alarm, generators and other life safety systems for all Emaar communities (Greens, Downtown Burj Residences, Dubai Marina… etc)
• Monitor and audit service providers maintaining air conditioning, cleaning, hygiene, fire alarm/fire fighting, UPS systems, BMS, utilities and other technical services.
• Deliver technical information to concern department personnel with accuracy and within given time constrains
• Responsible for evaluating tenders for sub-contractors and outsourced works and effectively managing quality and coast to meet targets
• Ensure all outsourced services are compliant with regulatory authorities’ requirements
• Assist in delivery of technical projects such as major/ minor rectification works
• Assist in writing specifications and documents relating to technical issues that affect asset management e.g. infrastructure facilities
• Manage handover matters including close scrutiny of complex technical systems such as gas or fire suppression etc.
• Liaise with Emaar Utilities on all infrastructure issues, including handover of technical matters, checking on progress of their work, internal communication on resolution of critical matters that affect communities and developments.
• Management of planned, reactive and incidental works delivery for both hard and soft services.
• Establishment of SLAs and KPIs of the outsourced contractors and track performance levels of these contractors providing services against set KPIs and SLAs;
• Responsible for tender procedure to ensure probity, implementation and monitoring of sub-contractor performance and inventory management of Emirates Mall owned spares.
• Coordinating with Mechanical, Electrical & Plumbing team and ensuring smooth / efficient operation of all the equipments.
• Carrying out of Periodical Preventive / Corrective Maintenance of all MEP Systems installed at Site, which include: Motors, Pumps, LV Panels, CCTV, Dozing units, Air Handling Units, Fan Coil Units, Various Applications of Exhaust Fans, Fire Fighting Systems, Access control system, Maintenance of Sewage Treatment Plants, BMS operation and Monitoring of these all equipments, ..etc
• Collecting & analyzing electricity and water consumption data to enhance energy saving procedures.
• Preparation of routine and ad hoc reports, with the objective of keeping the management informed about all issues relating to operations of mall and taking necessary action thereof.
• Currently leading a team of 70 staff, including the management of staffing plans and work allocation to efficiently maintain 84 government schools at different emirates of UAE, such as Dubai, Sharjah, Ajman, UQ, Fujairah and RAK.
• Ensuring that all defined services are completed in accordance with all operating procedures and within the Health & Safety (H&S) guidelines.
• To coordinate with Sub-Contractors and engineering staff on all aspects of Mechanical, Electrical & Piping System works to ensure provisions are made and requirements are met as per specification requirements.
• Supervise the production of co-ordination drawings to ensure that all services are coordinated with each other and the structure is complying with the contract requirements.
• Ensure all works drawings are comprehensive and discussed with the various engineers for the best implementation and installation of services in coordination with other parties and main contractor.
• Coordinate with local authorities related to all necessary MEP requirements for the project.
