Key Responsibilities:
Provide overall guidance for a path forward to emphasize increasing safety awareness, workplace safety training, problem solving, communication, positive reinforcement and general all the methodologies and techniques related to the area of risk control.
• Develop, Review and Implementation of the Project HSE Deliverable documents as required by the Contract and in relation to the project HSE activities including, Engineering Construction, Procurement, Installation, Transportation and other Operations.
• Develop and implement risk management strategies to ensure the successful delivery of programs and projects.
• Conduct risk assessments to identify risks and opportunities from all program and project stages. Communicate the risks to senior management and stakeholders and provide recommendations for mitigating them.
• Maintain high levels of safety awareness at all levels within the organization. Review and conduct in-house safety training in line with the project needs.
• Monitors the project HSE performance, reviews KPI/PSI, develops improvement action plans where required and reports to the management.
• HSE campaigns on BBSM program, Lift smart, Life Saving Rule, Health and Wellbeing, Traffic safety, Heat Stress, dropped object, hand injury and other HSE initiatives.
• Actively promote the development of a ‘Safety Culture’ and provide support during the implementation of all related (leadership) activities.
• SIMOPS Familiarization and Coordination with the team leader to make sure hazards are identified, assessed, and controlled daily as part of a safe work process.
• Coordinate and interface with other departments within the Company, the Client and Contractors for all HSE related issues to run the project safely.
• Participates in meetings with customers, functional managers, and contractors / subcons to advise them of developing safety/health issues which will impact their activities.
• Plan and perform site inspections/audits and participate in leadership tours (HSE Walkthrough) to identify, close-out and produce preventive actions for potential hazards.
• Participating for project Audit, review audit findings. Identify areas for improvement and verify implementation of the corrective and preventive action.
• Ensuring the work being carried out In-line with approved JSA/RA and PTW system.
• Provide day to day field safety coordination (site HSE, Medic, ERT, GL and site management) support and advice to all aspects of project operations and interventions activities.
• Monitor HSES statistics and identify trends and prepare action plans for improvement.
• Coordinate for critical operations including critical lifting, confined space entry, HOT work activities, work overboard and work at height.
• Coordinate Accident/Incident investigations, review and ensure the effectiveness of associated corrective actions, close-out and providing lessons learned.
• Coordination with the Emergency Response Team, Site Controller, and team leaders, developing drill scenarios, monitor the conduct of drills and prepare report.

Key Responsibilities:

• Lead and drive a common and consistent risk based HSE culture throughout the project.
• Maintaining SMS updates with consistent improvement, ensuring the SMS Process Interaction (PDCA) must be implemented within the organization, project site, fab yard as required by the contract and in line with corporate and legislative requirements in relation to project HSE critical activities (Engineering, Construction, HUC, Installation, Pipe lay, Subsea, Operations, Contractor interfaces).
• Managing the day-to-day operations of a project, making sure the resources are aware of deadlines and tasks that they are responsible, managing meeting minutes with the client and other stakeholders, and so on.
• Develop an integrated approach to HSE and Hazard and Effects Management across project and contractors Support the planning and execution of the internal HSE Audit, Company PSI (Project Safety Index, and compliance assurance programs. Ensuring the closeout action shall be commutated and implemented
• Establish KPI's relevant to the Project complete with measurement / compliance to the indicators Manage, monitor and advise on all matters related to the safety and health of personnel and issues affecting health and safety.
• Maintain high levels of site safety awareness, increasing safety program including regular review of in-house safety training in line with the project needs.
• Develop and maintain the Project specific HSE documents (in line with the SA CSM, GI and Engineering Standards) and other associated documents, Bridging/interface documents as required for both Offshore & Onshore.
• Review of Project HSE Documents for contractor, provide support and participate when required to Hazard Identification and Risk Assessment with contractor and sub-contractor.
• Participate in Safe Operations Committee meetings and monthly meeting with client.
• Organized regular HSE meetings with the project management, sub-contractor, and related interested parties to discuss HSE concerns.
• Maintain a strong presence at the work face with regular inspections, audit and ensuring the work being carried out In-line with approved JSA/Risk Assessment and Permit to Work System.
• Coordinate and lead role to make attention for lifting operations, dropped object, hand injury, confined space entry, HOT work activities, work overboard and work at height& scaffolding. Ensuring that 100% comply with the scaffolding & work at height requirements.
• Coordinate and monitoring of lifting activities including critical lifting. Ensuring that approved lifting plan shall be complied. Inspection of lifting gears, equipment, and colour coding system.
• Conduct and lead in HAZID’s, HIRA, RA and JSA, ensuring project towards safe implementation.
• CSSP and SIMOPS Familiarization to all project personnel as per company and HSES Programs.
