•To continuously display effective safety leadership through involvement, visibility and practical application of QHSE knowledge and to assist in building and maintaining a positive safety culture at all rig sites and facilities within the country operation.

•To assist the Country Management team with the preparation of tender documents, specifically any QHSE related issues.
•To ensure that corporate information (CCQ, CCS, CC-tech, corporate reports, bulletins and alerts) is managed and disseminated to all rig sites and facilities within the country operation.
•Coach, encourage and assist STC’s and HSE Supervisors in their competence and personal development.
•Ensure that training and competence programs are maintained in line with training matrix.
•Encourage and support employees for personal development.
•Ensure that monthly QHSE management meetings are held and are conducted effectively.
•Review and monitor corporate, client and external audit findings to ensure that timely and effective close outs are achieved.
•Actively participate with the country management team in the preparation of annual business plans.
•To ensure that any costs related to the QHSE function are identified, approved and budgeted by the Country Manager.

Responsibilities as Field Safety Engineer/HSE Advisor
•Assist the Senior Toolpusher to implement the Policies, Procedures, Standards, training and safe systems of work as rig site
•Coordinate HSE activities on site with Rig Superintendent - Barge Master (Drilling Site Leader) and report all the activities to HSE Manager
•Ensure that the emergency procedures have been implemented:By training all the personal and conducting Drills and initiating to participate in the drills which are as planned on regular basis
•Monitor HO card system.
•Ensure that all personnel including subcontractors, third party service personnel and visitors are fully aware of the relevant company policies, procedures and standards prior to being exposed to the worksite.
•Assist the management team with rig site inspections, work permit audits, incident investigations, and administrative tasks.
•Play an active role in the delivery of training, safety initiatives, safety meetings and emergency drills at the rig site.
•Continuous display effective safety leadership and to assist in building and maintaining a positive safety culture at the rig site. Ensure a safe working environment in the Rig site.
•Ensure compliance with the company HSE policies by all personnel and to actively support and participate in time out for safety, safe start and hazard identification programs.
•Ensure that the rig specific plans are known and followed. Intervene and coach using positive developmental techniques.
•Ensure that the permit to work system and other HSE management tools are implemented effectively. Initiate, lead and participate in safety meetings, safety drills and inspections.
•Conduct hazard survey/checks as per company policies and procedures.
•Advise supervisors of the risk levels for hazards. Assist concerned parties with hazard mitigation.
•Participate in safety meetings and toolbox talks to ensure a uniform approach to hazard management.
•Analyze hazard identification reports, present trends and relevant data to the rig and country management teams.
•Assist the Senior Toolpusher with permit to work administration and perform random PTW Audits.
•Provide assistance to the Senior Toolpusher to ensure that all Emergency Response Equipment is maintain in good condition and operable.
•Assist and supervise the practice drills related to emergency response.
•Document and distribute the written summary (meeting minutes etc) of all Emergency Drills, General Safety Meetings.
•Conduct safety tours on a regular basis and monitor the levels of compliance with all safety related procedures, standards and policies.
•File and maintain a copy of all TRA/SOP’s to ensure crewmembers are complying with the specified safe working procedures.
•Regularly review PPE compliance including the adequate stock levels for the rig.
•Coordinate and track the close out of the daily Safe Start/HAZID Card.
•Assist the supervisors with maintaining and updating the Improvement Commitment Report (ICR) Register, Audit Action Tracking Register and Incident Tracking Register.
Update the safety bulletin boards with current and relevant information.
•Coordinate and forward the Rig Safety Awards and Recognition programs.
•Assist the department supervisors with the implementation and presentation of the theme of the month topics (special emphasis programs).
•Assist the Senior Toolpusher in the development and implementation of rig specific emergency plans.
•Ensure that HSE related information and training is presented to the rig crew in their native language.
•Conduct regular internal safety and awareness training sessions & Review the TRAs & SOPs during the pre-job safety meetings.
•Assist the Senior Toolpusher and Rig Superintendent in monitoring the yearly HSE plans and Rig KPI’s.
Produce and coordinate the health, hygiene and environmental component of the daily pre-tour meeting.
•Review, and discuss the weekly QHSE report with all personnel present at the rig during weekly safety meetings.
•Attend the pre-tour meetings to ensure the content complies with BMS requirements and assist supervisors with information and advice.
•Assist with incident investigations including the reporting and close out of recommended actions.
•Ensure that training and competence programs are maintained in line with the training matrix.
•Encourage and support employees in personal development.
•Assist the Senior Toolpusher to conduct pre-tour meetings with rig crews and to communicate the daily objectives, special instructions, safety precautions and training activities as required.
•Review all Operational/Technical bulletins, communicate pertinent points to crew members and implement all directives as required.
•Attend the daily operational planning meeting to present the rig HSE and training status.
•Support, promote and actively participate in the Company’s CAP (Competency Assurance Program) process.
