 Managed implementation, operations, enhancement, and technical support (Tier 2, 3 to a customer base of over 5, 000) of Tejari’s Online Sourcing Marketplace Solution, delivered in a SaaS model, built using customized Oracle 11i eBusiness Suite of Applications utilizing Oracle 11i Sourcing, iProcurement, iSupplier, Inventory and Purchasing modules.
 Led several aspects of and contributed to IT strategy, planning, governance, and architecture.
 Managed SLAs, Vendors, budgeting, recruitment, and procurement for the IT department.
 Led and supervised project management and business analysis for over 10 integration projects (integrating Tejari application with customer backend systems via web services); Oracle application projects included 1 major upgrade, 50 bug patches, 15 enhancements; over 10 inhouse IT projects for operational streamlining.
o On the project management side, activities involved project initiation/charter, planning, execution, monitoring / control, project risk analysis and closing.
o On the BA side, activities involved BPM/BPR; requirements elicitation, analysis, tracing, transition requirements, documentation; solution scoping, design & validation; use of diverse BA techniques.
 Successfully managed off-shore project teams in India and China as well as Vendor teams for outsourced maintenance & support functions.
 Managed test planning, testing, and release activities prior to rolling out new changes to the core application running as single production instance in SaaS mode being accessed by users in multiple time zones for real-time participation in time-bound sourcing auctions. Utilized cmdb, Oracle adpatch and test kits, test tracking and regression testing, bug tracking, and customer issue / case tracking tools. Managed to keep HAI defects and downtime to a minimum.
 Managed and mentored a geographically distributed team of 6 - 12 members, keeping it well-positioned for current and upcoming IT requirements.

 Provided feasibility and selection recommendations for IT projects submitted to the Ministry of IT for funding. This activity involved the thorough study of the goals and objectives of the proposals in the context of National IT Strategy and Policy, stakeholder analysis, feasibility and business case analysis, and analysis of solution scope and design. Funded projects typically carried budgets between US$ 500K to 1 million and had scheduled completion times between 6 months - 3 years.
 Monitored and controlled the IT Projects funded by the Ministry of IT. Led the project monitoring team to ensure that public funds are spent judiciously, that transparent and timely progress reports are produced on funds utilization, achievement of physical targets (as per approved project plan and larger IT Strategy), effective change adoption, and actual benefits obtained post project go-live.
 Through a team of 8 project monitoring officers, supervised monitoring of over 80 running projects, part of Ministry’s IT project portfolio, with combined value exceeding US$ 40 million. Based on results of project monitoring, controlled quarterly release of funds to projects.
 Performed project portfolio analysis and published reports and KPIs to aid feedback into the Ministry’s planning & strategy process.

 Co-drafted the first 5-year E-Government Strategy and Roadmap. Developed architecture standards and guidelines for projects under the e-government program.

 Supervised preparation of over 12 RFPs for e-government projects, developed RFP evaluation criteria, and evaluated bid documents for over 15 projects and provided advisory review of several vendor contracts.
 Developed financial models for e-government projects. Ensured a balanced portfolio of citizen service projects was adopted and the E-Government Program met its objectives as per National IT Strategy and Policy and the E-Government Roadmap.
 Managed and mentored a core team of 5 IT Business Analysts.
