• Maintain an Effective control of the quality of the works, perform and witness all examinations and tests necessary to ensure conformance to requirements and only accept work that complies with the specified requirements.

• Ensure the Contractor's work meets all technical and quality requirements of the contract, keep continuous records of action taken and advise the Client in writing of any significant changes to the construction techniques to ensure that specified requirements are met.
• Ensure that the Contractor has included the quality assurance requirements of the contract into subcontracts entered.
• Effectively manage the key document submittals requirements as defined in QCS; Verify that the Contractor's Quality Management System includes all relevant technical and management procedures, to effectively deliver the project in line with specified requirements.
• Maintain a list of quality records generated during the life of the contract, arrange as per Client's specified indexed and records made available upon request for review by the Client at any time.
• Advise the Contractor in writing of any deficiency or deviation from the Contractors Quality Management System which comes to the attention of the GEC because of surveillance activities.
• Review and approved the Contractor's Project Quality Plan, Inspection and Test Plan, Method Statements ensuring completeness and ensuring the contents are fully implemented.
• Hold and chair project specific quality meeting monthly throughout the duration of the work using template available from the Client and agenda as per QCS.

• Complete and submit any QA/QC Questionnaires / Quality reports required by Client. Submit monthly to the PWA a quality performance report providing the necessary statistics and analysis to demonstrate the effective quality management. Content report to be agreed with the Client.
• Monitor rectification of the quality non-compliances and proactively identify with the Contractor measures to stop the trends. Manage the completion of all rectification works.
• Adopt QCS 2014 (or latest up-date) Section 1: General Part 23 Design & Supervision Consultant Quality Requirement during the construction delivery stages are satisfied.
• Responsible for auditing, monitoring, and regulating the CDM Smith own organization, and all contractors, subcontractor (including laboratories) engaged for the delivery of the project under the supervision of consultant.
• Ensure that audit of all project activities is carried out, as minimum, at quarterly intervals, or at such other intervals as the Client may require. Ensuring the continuing suitability and effectiveness of the project quality management system of all parties under the supervision of the CDM Smith, and the CDM Smiths themselves. Reports of each such audit are submitted promptly to the Client.
• During the contract period, upon receipt of a Corrective Action Request (CAR), Non-Conformance Report (NCR), or similar issued by the Client or Client’s Representatives as a result of a quality audit, assigned to lead the review a proposed correction and corrective action plan within stipulated time of notification.
• Ensure to maintain a Non-conformity Register to indicate the status of all nonconformities which identified by the Project Team and Client. Establish an approved, documented mechanism that prioritizes the resolution of such issues.

• Plan and administer a quality program that aims to ensure continuous production in accordance with the required standards. Develop the Project Quality Plan and associated procedures in coordination with the project management team
• Develop the project audit program and ensure that it is managed and maintained
• Deliver internal audits in line with the audit program to measure the effectiveness of the QBS integrated management system (IMS Ref. No.QA002717-008 certified by Bureau Veritas)
• Audit Quality Management System and Construction Practice, which are implemented across all trades/ manufacturing facilities/ sub-contractors in alignment to the project quality standards requirement.
• Coordinate the production of the project management system in accordance with Company standards; to include specific plans, procedures and forms expressly required by contract and where deviation from (or expansion of) the Company systems may be required
• Recommend and suggest improvements to the policies, processes, and procedures for all Project Quality Control activities on the projects and corporate based on ISO 9001
• Communicate all audit results and recommendations and ensure that action plans are defined, implemented, and verified
• Ensure that all required Inspection and Test Plans are produced, reviewed, and implemented
• Ensure that all required Method Statements and associated Risk Assessments are produced, reviewed, and implemented
• Manage the inspection process and perform inspections as required by the project plans. Study and analyze all relevant legislation, regulations, and by-laws related to the project contract to ensure the project administration are fully compliant to PWA requirement.
• Provide support and advise to the Project Director and Operation Manager in all matters pertaining to quality in the project or an internal programmed/ projects QA/QC issues / department and provide training for new and junior Engineers.
• Coordinate review of data related to QA/QC reporting processes. Prepare regular monitoring reports that the Quality Management System is being implemented on projects and ensure its alignment to the quality standards
• Report on all areas of responsibility to the project management team as well as the QA Manager.
• Manages the performance of all their team members. Support and advise project team on all QA/QC issues
• Develop tools to achieve project Key Performance Indicator target scores. Develop a risk mitigation plan and establish tools to deal with the risks.

• Prepare and secure approval of Project Quality Plan and adopt the company Integrated Management System manual, respectively.
• Implement and improve the quality control procedures, provide project required ITP and quality checklist, develop relevant construction working forms & registries
• Communicate & support to Project Director or Project Manager all quality related activities and divulge all non-conforming issues and recommend correction and corrective actions
• Ensure all measuring, inspections, and testing requirement are carried out according to approved ITP.
• Ensure equipment used by project personnel, subcontractors, third parties, etc. are accepted and duly calibrated
• Review and confirm the contains of prepared method statement prior to submission to supervision consultant
• Plan and executes internal auditing to company projects, project sub-approved contractors and suppliers
• Prepare & provide responses to observations and findings from the external audits carried out by the Clients & Supervision Consultant.
• Ensure handing-over document dossiers are maintained, labeled and intact in a secured area
• Manage the target Key Performance Indicator and quality objectives.
• Manages the performance of all their team members

• Perform the overall planning, organizing, and controlling of all project requirements during tendering, construction stage and handover.
• Monitor all construction cost related functions such as estimating, budget, cost tracking and material price/labor cost updating to achieve the optimum profitability for the company.
• Supervise the daily work activities during the construction and post construction stages ensuring that the proper quality control policies for materials and workmanship are implemented.
• Analyzing and evaluating the project plans in support of engineering efforts to avoid delays. Provide installation sketch drawings for guide and instruction to foremen.
• Prepare the daily and periodic project documentation for proper database updating and reporting purposes. Includes daily weather charts.
• Performs other duties as required

• Arrange and perform inspection related to civil & structural completed works raised by the construction contractor for witness and approval in accordance to approved ITP and inspection checklist.
• Verify contract documents used in foregoing construction are readily available and shall be in latest version.
• Ensure site inspection requests are verified with relevant drawings, approved material, test required is conducted, and concluded on time.
• Liaised inspected work items and reviewed document deliverables between construction trades before approvals.
• Monitor construction operations through surveillance patrol and issuance of site observation report, if necessary, to alert contractors for a potential non-conformance.
• Verify all material deliveries to site comply with approved documentation and sample, matched the stated delivery quantity and have been unloaded and stored in an approved manner.
• Monitor and validate registries of all material submittals, subcontractor, shop drawing, cube crushing reports, concrete poured record, FDT reports and all other test requirement.
• Daily records are maintained of climatic condition and completed installations are protected from adjacent construction activities.
• Review and validate of all approved method of statements and ITPs are currently applicable or in need for improvement.
• Maintain a daily diary of site activities; record any additional information which time or cost implications affect project performance.
• Record full detail of all demolition activities that do not part of the contract and of any rejected material delivery to site. Confirm number and duration of workers at site and note any discrepancies.
• Witness and photograph of inspection made, test performed on site or at the Third-Party Laboratory premises.
• Adhere and reinforce the company HSE Policy implementation on-site.

• Perform with responsibility and authority on daily coordination and direction of the project to make it safe, with in the budget, on schedule, and meet the project quality standard.
• Follow-up and do coordination related to design engineering issues to ensure timely available and approval to all trades to avoid delays.
• Implement the frequency auditing program of the Client to both supervision consultants & construction contractors. Raised findings and observations with timely close-out monitoring.
• Conduct daily field patrol on-site. Defining problems, collecting data's, establishing facts, and drawing valid conclusions. Daily reports are submitted to related Project Manager for his feedback and advises.
• Attend weekly and monthly progress meeting held at site office. Evaluate the construction progress, identify constraints, and provide feedback accordingly.
• Collaborate with the project involved personnel regarding non-compliances, complaints, or area of concerns to ensure that these handled in timely and effective manner.
• Oversees project dossier are organized and updated on-site with the supervision consultant in charge. Ensure documents and records are filed in a safe and secure manner.
• Attend snagging request from the supervision consultant, review the adequacy and accuracy of the punch lists, and checking if readily for handover.
• Assure standing instruction and safety instruction procedure are implemented and followed prior to contract requirements and company policies.
• Performs other duties as required

• Supervise the execution of civil & structural packages as per approved project work programmed. Facilitate construction within allocated time, cost, and project defined specifications.
• Scrutinizing issued IFC drawings, produce method statement and risk assessment accordingly. Provide construction solutions and research to ensure smooth construction progress timetable.
• Performing daily site surveillance to guarantee the applicability of the current approved drawings, method statements, and assist new methodology, equipment, and machineries to improve construction operation if needed.
• Participate in the coordination and progress meetings from the core team up to sub-contractors and other related parties to ensure that issues are raised and well planned according to project target milestones.
• Raise inspection request to completed work items ahead of time to supervision consultant according to approved ITP or other related witnessing.
• Coordinate to design team for generation of construction shop drawings for the detailed or necessary modifications from the latest IFC drawing to fit site conditions. Assists in preparation and timely follow up to reviewing Engineer.
• Prepare construction plan e.g., lifting plan, concrete pouring plan, asphalt laying plan, etc. to anticipate potential constraints.
• Liaising with all construction trades, especially to QHSE personnel to ensure my team is properly oriented for safe and conforming operation.
• Arrange and witness upon necessary on the testing of materials in situ or at third party laboratory with the Engineer.
• Take in charge the necessary preparation internal auditing as per issued Audit Plan.
