A 400-bed Military Healthcare Facility project with total BUA of 90, 000sq.m. with full clinical services and support clinical services. It will be developed in a 770, 000sq.m. plot which composed of three Hospital buildings, energy center and central utility building, infrastructure and external works, mosque; and it cost USD 577million. Duties & responsibilities: ▫ Administer and manage the contractual and commercial aspects of the EPC contract and subcontracts reporting and providing advice to the Project Director. ▫ Manage contracts from inception, tendering, awards and to implementation for main contract and employer's direct contracts, and oversee subcontracts. ▫ Identify commercial risks and opportunities and manage them through to conclusion to minimize Employer's liability. Challenge project risks raised by the contractor. ▫ Development of commercial strategy to assists with the delivery of the project achieving maximum value for the Employer. ▫ Review all contractual and technical correspondence and prepare responses as appropriate. ▫ Establish and maintain contract control mechanisms ensuring the effective overall management of the contract in terms of cost, time and process. ▫ Manage the review and certification of project main contract interim payments, subcontract invoices and assessment of variation order. ▫ Provide advice for both quantum and time claims; assess contractual validity and determine its liability. Review, prepare, and manage potential claims and counterclaims for the Employer. ▫ Oversee and monitor overall project budget including throughout procurement of Provisional Sum Works to ensure the availability of funds and/ or within the authorized funds. ▫ Provide support to technical team, and assist them in terms of contractual and Project requirements as appropriate. ▫ Review contractor's bonds, insurances and payment guarantees compliance. ▫ Lead evaluation process of tender techno-commercial proposals from tenderers and suppliers. Compile tender documents in there entirety, responsible for the completeness, clarity and competitive aspects.

Sheraton Car Park (Hotel Park) project has a value USD 330million, with an estimated 77, 000sq.m. ground level area and with four levels underground car park. It's composed of iconic landscape and water features at ground level and with access tunnel connecting to a convention center, food and beverage spaces and 66kV Substation. Duties & responsibilities: ▫ Provide advice on contractual related issues including on claims i.e. notices procedure in the contract. ▫ Ensure the contractor is complying with its contractual obligations and ensure site consultants are complying with contracted scope of works. ▫ Manage and review all commercial aspects of the project, including contractor's interim payment application, consultants' invoices and company's invoice. ▫ Prepare project's financial reports periodically including estimate at completion costs, track and monitor cost, cost trends and variance. Prepare an annual project budget and cash flow - construction and project costs. Prepare financial section of the project progress monthly report. ▫ Provide advice and make recommendations on all design changes which impact project budget. ▫ Review change orders where required and cost effects of such orders on construction budget. ▫ Administering the overall process of variations (contractor & consultants) up to confirmation, engineer's instructions, including there assessment and assessment of employer's claims and contractor's claims. ▫ Involve in investigating claims and disputes and provide advice on contractual validity of the claims and assess its liability, assessing cost claims and their substantiations and recommend for employer's approval and recommend options for reconciliation and settlement. ▫ Review delay events for contractor's EOT claim and produce narrative report for each delay events for employer's response. ▫ Evaluate and prepare draft contractual responses to contractor's raised issues and prepare client's general tenders committee (GTC) memos. ▫ Review contractor bonds, insurances and payment guarantees compliance. ▫ Review scope of works of consultancy services and agree variances in ensuring compliance to contracting policies and procedures. ▫ Coordinate with the contracts manager and cost consultants to establish client's requirements.
