2023 - Presently Working as QHSE-In Charge at Rime Group FZE, Dubai.
Matru holds the position of QHSE-In Charge in the QHSE Dept. and was appointed as a Management Representative (MR) at the Rime Group and its subsidiaries. His primary duties include developing and implementing IMS/QHSE standards and overseeing legal compliance at the Rime Group.

Key Responsibilities:
• Development and implementation of IMS Policy & Procedure for the Rime Group.
• Development and implementation of Policies & Procedures for each department of Rime Group and its subsidiaries.
• Assure effective implementation and full compliance with IMS/QHSE procedures in the Rime Group and its subsidiaries.
• Assist in meeting and complying with all local regulatory requirements, including DM (Dubai Municipality) and EHS Trakhees guidelines, within Rime Group and its subsidiaries.
• Act as the primary point of contact for local authorities, certification bodies, and clients regarding all QHSE matters.
• Regularly updates the Compliance Register & OSH Applicable Legal & Other Requirements.
• Prepare and manage annual budgets for QHSE programs, including allocating resources for training, equipment, and other necessary QHSE expenses.
• Assists in External Audit for ISO certification Rime Group and its subsidiaries within the target period.
• Planning internal audit program and leading the internal audit team for quarterly internal audits.
• Planning and executing annual QHSE internal & external trainings.
• Monitoring and supporting QHSE officers to ensure that QHSE practices are adhered to on the projects/sites. Any violations/non-confirmative reported and recommended for corrective action.
• Perform regular inspections and audits of the branches/projects/sites to ensure QHSE is maintained in Rime Group and its subsidiaries.
• Ensure that all incidents, accidents, near misses & First Aid cases are reported immediately, and a full investigation is performed and suggests preventive measures and recommendations.
• Develop and oversee emergency response plans, including fire safety, evacuation mock drills, and first-aid readiness for any unforeseen accident/incidents.
• Assist and support Rime Group and its subsidiaries in identifying risks, and addressing opportunities for continuous improvement.
• Evaluate and monitor QHSE compliance among contractors, suppliers, and subcontractors.
• Analyzing QHSE performance data to identify trends and areas for improvement, and report findings to top management.
• Encouraging proactive participation in maintaining safety through reward programs and regular communication.
• Compiling detailed reports on QHSE performance/dashboard, accident/incidents, and audits submission to the top management on monthly basis.
• Organize Management Review Meetings with top management to discuss legal requirements, QHSE implementation & noncompliance, and suggestions for corrective and preventative measures and opportunities for improvements.

Matru was an approved QEHS Officer from Govt. & Pvt. clients of Express FM for multiple projects in all 7 Emirates. Most of the FM projects were led without any single LTI and received client appreciation. Regular visits to the EFM projects/sites and meeting the clients to build good relationships and feedback on project QHSE standards for continuous improvement.

Key Responsibilities:
• Developing & implementing QHSE policies and procedures in the company with local regulations and guidelines.
• Assure effective implementation and full compliance with QEHS procedures in the Company’s projects and sites.
• Support the organization to meet its QEHS Statutory & Regulatory responsibilities and legal requirements (registrations & certifications — HAAD, TADWEER (Waste Reduction Action Plan), and OSHAD- SRA (AD Municipality Building & Construction Registration) of the Company.
• Prepare and submission of OSHAD-SF Form E, Form E4, Form F, Form G & Form G1 in ALADAA electronics system.
• Carrying out and updating risk assessments and considering how risks could be reduced.
• Prepares and updates the Compliance Register & OSH Applicable Legal & Other Requirements.
• Assists in External Audit for ISO Re-certification & OSHAD Audit.
• Planning & participate in Internal Audit for the Integrated Management System (IMS) compliance.
• Support the Tender & Cost Control Section and preparation and improvement of the QEHS Plan as required in their tender submissions, as per project requirements or scope of work.

• Providing safety induction for all new employees including subcontractors’ employees, visitors and maintaining records.
• Preparing & Conducting QHSE in-house training and Circulating TBT/STARR on a weekly basis for the employees.
• Assist in performing and facilitating technical safety and ensure the validity of equipment’s certification, and safety status of the equipment’s utilized at projects/sites.
• Ensure that all incidents, accidents, near misses & First Aid cases are reported immediately, and a full investigation is performed and suggests preventive measures and recommendations.
• Regular visits to the clients to build good relationships and feedback on project QHSE standards.
• Prepare QHSE monthly report submission to the senior management and Client
• Arranging QHSE monthly review meetings with senior management & Clients.

The project scope includes the Infrastructure & Irrigation of Wahat Al Zaweya Infrastructure Development Project at Al Faqaa, Al Ain area. Matru was the lead HSE Officer for the project. Arcadis and ACC were the consultants and main contractors respectively. His role was to ensure and monitor the health and safety requirements that were established at the project. Archived zero LTI in the project during his tenure. He was directly reporting to the PM and 07 HSE officers/Safety Inspectors were working under his supervision.

Umniah Facilities Management (UFM) is a forward-thinking Facilities Management provider with a wide array of (hard & soft, landscaping, fit out) services and property asset management to both internal and external Clients. Matru was appointed as Management Representative (MR) and Sr. QHSE Officer for the company's multiple residents & commercial FM projects. His role was developing, and implementing the company QHSE Management System. Monitor and advice on all QHSE matters, issues, and concerns to ensure company compliance with statutory requirements, company and contractual requirements, and good safe practice UFM Projects/sites were managed with zero LTI during his tenure He was directly reporting to the GM and 04 HSE officers were working under his supervision.

Dynatrade Automotive Group is one of the region’s fastest-growing providers of automotive products and services, with a presence across all Emirates.
During his tenure, Matru Kumar Sahoo served as the sole QHSE Executive within the organization. He was responsible for the development, implementation, monitoring, and continuous improvement of all Quality, Health, Safety, Environment, and Security systems to ensure compliance with applicable statutory and regulatory requirements.
Matru reported directly to the Senior Commercial Manager and led a team of 21 Safety and Security Assistants under his supervision, providing strategic guidance and operational oversight on all QHSE and security-related matters.

The project scope includes Facilities Management services in Aldar Yes Island Offices & logistics operation of Al Raha Development approximately 12 kilometers of area. Matru was the Main Contractor’s QHSE Coordinator for the project. Aldar and Turner Construction were the clients and consultants respectively. His role was to coordinate all QHSE-related issues and matters between client, company management & site team.

Dulsco LLC is a manpower supplier and waste management service provider company for multiple clients in all the emirates. Matru was a junior HSE adviser in the Abu Dhabi region and his role was to monitor and advise on all HSE matters, issues, and concerns to ensure company compliance with statutory requirements.

The Project was to develop the project infrastructure and construction of buildings at the Al Raha Beach development projects. Worked as a safety inspector, and my role was to conduct regular safety inspections of ongoing work activities at the site and report to the project team for corrective action and a safe work environment for the workers.
