• Perform hazard identification and prepare Risk Assessments/Job Safety Analysis.
• Attend daily/weekly HSE meetings with client and site management to learn about areas of concern and lead dedicated task force to perform the dispositions within agreed target date.
• Perform incident evaluation and investigation by analyzing the root cause to place effective corrective and preventive measures.
• Perform HSE walkthroughs with contractor and site management to evaluate HSE compliance and suggest necessary actions to meet the procedural and regulatory requirements.
• Carryout scheduled site inspections to ensure the tool & equipment are in accordance with standards and share the findings with contractor for further improvements.
• Conduct coordination meetings with contractor HSE officers to address the concerns on daily basis.
• Participate in daily tool box talks and ensure that activity hazards and their control measures are discussed with the workforce prior to start the tasks.
• Ensure adequacy of non-work related facilities such as rest shelters, toilets blocks, drinking water sheds etc. and ensure these are established and maintained at site.
• Ensure that all operating tools & equipment are inspected/approved and meet project HSE requirements prior to mobilizing at site.
• Carryout site surveys to see that safe work practices are in implemented; ensure that HSE observation forms are filed for unsafe acts/conditions and ensure corrective actions are taken accordingly.
• Monitor and maintain data and information statistics on project HSE activities to prepare daily/weekly/monthly HSE reports.
• Develop HSE signboards/signages for various site activities and ensure these are displayed at site during the execution phase.
• Support Environmental function to deal with environmental issues arising from the construction site as per project SHE plan
• Manage and conduct different Health, Safety and Environment Campaigns to increase the knowledge of contract workforce about HSE and discuss the preventive measures.
• Assist in conducting process safety activities like HAZOP reviews and PSSR
• Leading the team of Site Safety Officers for their duties in maintenance, shutdown and up gradation projects.
• Liaise with Site Engineers, Site Supervisors & Project Manager for implementation of client’s Safety Procedure / Guidelines.
• Provide advice on all safety issues relating to the clients operations line departments as required, and to support the company HSE department in discharging its activities as set out in the HSE cases, HSE plans, HSE policies and procedures.
• Prepare / Review JSA, Risk Assessments and other Risk Management practices as outlined in the Site HSE manual, Execute and monitor the permit to work system.
• Participating in HAZID Monitor WSRA.
• Prepares and/or maintains reports, files, and written correspondence related to the work with management
• Ensure that all fire-fighting equipment in the project sites are maintained in good operating condition, including. Updating the inventory of fire fighting tools and equipment on site.
• Instruct contractor/Sub contractor’s supervisors and safety personnel about the appropriated level risk assessment applicable for each job and preventive safety measures to be taken
• Provide leadership and guidance on continued development and implementation of HSE within a Shutdown environment for Shutdown
• Attend /conduct regular meetings with Client & sub contractors representatives to discuss/agree safety standards, concerns & potential hazards.
• Supervise and monitor accident prevention, training effectiveness and inspection of personal protective equipment.
• Arrange for Safety Flashes/Alerts in the event of Near Misses/incidents
• Ensure timely 3rd party inspection of Lifting tools/tackles & Equipment
• Identify the area need for training. Perform in house training or 3rd party training to worker and upper management staffs.
• Regular Site & Camp inspection for hygiene, environmental legislation & other environmental requirements relevant to its activities.
