Conduct a strategic landscape analysis of current humanitarian situation and programming, operational environment and funding context in Iraq, in particular conflict areas. This includes information collection, situation analysis, and fieldwork, identification of program gaps and appropriate program designing, and research on setting up a country office. Specific roles and responsibilities of the program manager are outlined below:

a. Conduct a thorough review of humanitarian assistance situation and livelihood recovery activities in Iraq.
b. Assess the IDPs movement in the conflict areas and analyze the trends of people's movement within the country.
c. Analyze the overall humanitarian situation and identify the program gaps; including humanitarian situation trend for next six to twelve months. Prepare a map that shows which INGOs are working in which geographic area and their program sectors.
d. Identify geographic areas, which are underserved, which may be considered for LWR programs. The geographic areas should be accessible from security point of view.
e. Conduct a rapid assessment of the selected geographic area to collect info, analyze the info and prepare assessment reports.
f. Attend UN cluster meetings and other humanitarian assistance coordination meetings and prepare brief notes.
g. Track the funding opportunities and trends to support the Iraqi IDPs. This include a review of donors/sources, level of funding, and their priorities in terms of programs and geographic focus areas.
h. Identify local NGO partners which align with LWR core programs.
i. Contribute in proposal design and writing in a team environment, as required.

Reporting requirements for the Senior Ministry/Provincial Liaison Manager are many and are essential for planning, implementing, monitoring, delivering services, and improving coordination between the central government and the four provinces, within provinces, within the CLG Department and other ACDI/VOCA departments. Reporting needs to be done in Arabic and kept to a set schedule to ensure effective integration of the community driven development process of the CSDP II program.

• Develop a detailed work plan to identify key officials in the central government ministries and in the provincial governors’ offices and provincial councils involved in financing and implementing projects in the provinces of Diyala, Kirkuk, Ninawa and Salah ad Din.
• Manage and plan activities to develop and maintain effective personal relationships, and gather and distribute information among key officials in the central government ministries and in the provincial governors’ offices and provincial councils involved in financing and implementing projects in the provinces of Diyala, Kirkuk, Ninawa and Salah ad Din. The primary purpose of the Senior Ministry/Provincial Liaison Manager’s work is to develop commitment, by key central government and provincial government officials, to the community driven development objectives of CSDP II.
• Work closely with central government/ministry focal points (key officials) to ensure that they are aware of all activities being conducted through the CSDP II program, particularly with respect to efforts to establish separate funding mechanisms for community prioritized projects.
• Work closely with focal points (key officials) of the central government and the four provincial governments to strengthen linkages between central and provincial levels of government, to build trust among the central government, the provincial government, and the citizens.
• Coordinate activities and information with the ACDI/VOCA staff members assisting in the implementation of the CSDP II Program, and prepare written reports in Arabic.
• Work with ACDI/VOCA staff members who will organize and deliver training services in support of CSDP II objectives.
• Carry out team player responsibilities as a member of the CSDP II team, including assisting in organizing liaison activities with government officials in each provincial area of responsibility, and plan, advocate, implement and measure results.

• Write reports, maintain records, submit employee timesheets, and respond to Monitoring and Evaluation requests for data, MIS requests for outreach reporting, and other requests and requirements of ACDI/VOCA staff members involved in the CSDP II program.
