• 1. Ensures implementation of operational strategies, focusing on achievement of the following results:
• Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies.
• Provision of inputs to preparation of procurement team results-oriented work plans.
• 2. Supports procurement processes for CO, NEX/DEX projects, and at the request of other Agencies, where the major responsibilities are:
• Support to implementation of procurement processes including preparation of bidding documents, receipt of quotations, bids or proposals and making sure that all the procurement activities are performed as per UNDP procurement rules and regulations.
• Follow up of all the procurement related work and ensure that all the Clients are delighted.
• Carryout contract management effectively and efficiently
• Preparation and submission of the procurement cases to the Contract Asset and Procurement (CAP) committee.
• Preparation of contract documents and deal with all the vendors.
• Develop and maintain vendor scorecards and carryout regular assessment of vendor performance assessments.
• Create POs in ATLAS and manage POs in ATLAS
• Maintain records and filling systems.
• Keep information on the status of various UNDP contracts, ensures that all the procurement actions, including contract extensions, are done well in advance.
• Proper filling of all appropriate documentation;
• Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.
• Provision of information for preparation of cost-recovery bills for the procurement provided by UNDP to other parties.
• Timely and cost effective procurement from overseas and local sources in accordance with company policies and requirement.
• Follow the AWP and implement purchasing strategies to achieve purchasing objectives of adding long term sustainable value to the business in terms of cost, quality, service and innovation and ensure the best value of money.
• Supervise the development of procurement strategies based on analysis of internal purchasing needs, analyzing of external supply market capabilities & assessment supplying risk.
• Improving supplying process through reduction of supply risk, increasing supply flexibility and internal users through cross regional/cross-functional sourcing teams.
• Supplier profiling, screening & selecting supplier as per specification, less lead-time, reliability and through creating competitive situation.
• Lead the team in negotiating and maintaining prices and longer-term purchase agreements (LTA and STA under NEX and DCS manual followed by UNDP and GOB rules)
• Vendor Development jointly with internal stakeholders.
Accomplish the activities regarding Customs and C & F agent issues related clearance of materials relating to Service and Indirect Materials.
• Contract Management in different category of Service and Indirect Materials purchase.
• Prepare reporting which highlighted the savings and project initiatives
