Position Title: Project Manager, NGL Projects
Primary Responsibility:
Take charge of a faltering grass-roots NGL OSBL FEED project ten weeks after its commencement, improve its performance and complete the required work as soon as possible.
Position Overview:
Mobilize as PM with Single Point Accountability for the project. Identify, assess and remedy the underlying causes of the project’s significant variance from the planned progress, planned productivity and planned completion. Establish a credible revised project schedule and lead the team forward to complete the FEED package and FID cost estimate as close to the original planned completion date as possible.

Accomplishments:
Enhanced communication, alignment and teamwork. Developed and implemented a revised plan based on an optimized scope and available resources. Succeeded in issuing the FEED deliverables at the end of June as per the original baseline plan, succeeded in issuing a supplemental package on 19th July ’18 incorporating essential last-minute changes necessitated by client’s selected ISBL contractor and succeeded in improving weekly productivity from circa 0.5 in March 2018 to 0.96 in June 2018.

Mission: Ensure on time delivery of products, at or better than budgeted cost, using best in class project management techniques. Serve as senior post award relationship holder with clients, managing expectations and change to maximise project profitability.
Responsibilities:
• Supervise the preparation of the overall project plan and execution strategy by project managers taking into consideration capacity and resource planning, matching the delivery schedule of the project and communicating the same to the internal as well as external customers.
• In the event of project deviations with respect to schedule, cost and quality, ensure that these are effectively communicated and commercially agreed with clients at the earliest possible time. If appropriate thereafter, ensure that the relevant Project team prepares a recovery plan in consultation with internal department managers and stakeholders clearly defining the additional material, equipment and resources, cost impact and execution strategy to meet the revised requirements at the optimum cost.
• Closely monitor all projects with particular emphasis on the availability of engineering deliverables to the Production team including AFC drawings, engineering codes and standards, product specifications, availability of preferred or alternate material, plan vs actual execution schedule, and conduct periodic project reviews to meet on time delivery and target project contribution, keeping management team informed of any exceptions and deviations.
• Leads the team of project managers in the implementation of best in class project management procedures and techniques including planning, scheduling, budgeting, monitoring, project execution, COR evaluation, change management, invoicing and payment, project management reports, exception and deviation reports, recovery plans, resolving customer complaints, NCR close out, lessons learnt and continuous improvement processes, to drive performance based project excellence.

PMC Project Manager and Team Leader for the ZADCO Brownfield Projects (BRFP-UZOP) Upper Zakum Switchgear Replacement Project. The objective of the project is to replace the existing ageing obsolescent 6.6kV and 380V Switchgear at ZADCO’s Upper Zakum Field with new, intelligent type switchgear of the latest proven technology to secure the availability of electrical assets on a long term basis, ensure sustained production and cater for ongoing projects and identified future loads. The project was conceived in 2008, the Conceptual studies were completed in 2011 and FEED commenced in April 2012. When the final FEED package was eventually submitted in 4th Qtr. 2014 it was found to contain numerous unresolved gaps in definition, feasibility and constructability that must be resolved prior to tendering. In February 2015 I accepted an offer to join the project as PMC Project Manager and lead the team in identifying, managing and closing the gaps in FEED and drive the project forward through tendering and award of the EPC Works.

Sr. Project Manager and integrated PMC/PMT Team Leader for the ZADCO MOSAICS Project (comprised of a phased program of location-specific and system-specific sub-projects) from initial commencement of the PMC contract in Feb 2001 through final completion of the PMC contract in April 2014. This project involved the phased modernisation of the SCADA & Instrument Control Systems throughout ZADCO’s offshore Upper Zakum Field and Zirku Island facilities, northwest of Abu Dhabi in the Arabian Gulf. Directly responsible for providing world-class project management expertise, directing the efforts of the combined WorleyParsons / ZADCO Project Management Team as well as managing the WorleyParsons PMC staff assigned to the project in various locations, including the client’s Abu Dhabi office, offshore facilities and various contractors’ facilities throughout the world. Directly responsible for optimising the Project’s contracting and implementation strategies, verifying and firming up the various contract scopes of work, developing the VAP Decision Support Packages, prequalifying potential bidders, establishing the recommended bidders’ list, and managing the tendering, award and subsequent project execution of numerous major EPC contracts, ensuring proper design, implementation, commissioning and handover of the facilities within defined Business Requirements, Optimisation Objectives, Statement of Requirements, Quality and HSE criteria, Budgets, Schedules, Contract and Change Management performance requirements, timeliness/responsiveness criteria, staffing (adequacy, competency, availability and continuity) criteria as well as System-specific Technical and Performance Requirements. Directly responsible for managing the offshore integrated PMC/PMT Site Supervision team at all work locations without the assistance of an offshore-based overall Construction Manager. Directly responsible to establish and maintain effective working relationships with the Client’s offshore and island-based operations and maintenance teams and ensure effective working interfaces between all concerned PMC, Company and external parties associated with the project. Directly responsible to constantly assess and recommend adjustments to maintain the optimum way forward for the project in light of revised Stakeholder requirements, revised strategic priorities and revised/additional interfaces associated with multiple concurrent and forthcoming offshore projects. Directly responsible for providing periodic reports, presentations and routine project interface with ZADCO’s CEO, Senior Management Team, Remote Site Management Teams, Tender Board and ZADCO’s Shareholders. Successfully completed and closed out the MOSAICS Project’s phased program of subprojects within the approved budget/schedule with no lost time incidents, zero (0.00) TRCFR, no operational upsets, no loss of production, no contractor claims, minimum contract change orders (and those were limited to warranted adjustments arising from additional/revised project interfaces), zero non-conformances and full eligibility for the defined optimisation incentives while maintaining seamless continuity of the highly experienced PMC Core Team throughout the overall duration (13+ years) of the work.
From May 2014 through January 2015 I served as Sr Proj Manager on several onshore and offshore engineering projects.

Overall profit and loss responsibility for the Parsons Engineers Ltd / Dar Al Riyadh (PEL/DAR) Joint Venture, performing In-Kingdom GES engineering services for Saudi Aramco’s onshore/offshore upstream and onshore downstream facilities, as well as project management, construction management services and engineering services for numerous other clients in Saudi Arabia and the neighbouring countries. Responsible for overall Joint Venture financial performance, oversight of Project and Technical Operations, business development, proposals and sales, recruitment, staff supervision, asset/facility management, and overseeing the success of the Joint Venture’s two primary offices (Al-Khobar and Riyadh) and associated satellite field design and field support facilities.
Served as Project Director / Program Manager and Sr. Project Manager for selected high visibility programs, overseeing the respective Project Management Teams to ensure timely completion and client satisfaction.

Assigned as Senior Project Engineer and IPMT Project Manager for the Abqaiq Plant R57 Compressor Upgrade Project from 1994 to 1996. Assigned as Senior Project Engineer for the Abqaiq Plants Control Systems Modernization Program from 1993 to 1994.
Assigned from 1991 to 1993 as Senior Project Engineer for the Hawiyah Water Injection Plant (HAWIP) for Saudi Aramco Southern Area Oil and Gas Projects Department’s Southern Area Projects responsible to oversee engineering, LSPB contract development and management, facility construction, commissioning and handover. Additionally, responsible for variety of In-kingdom pre-mobilisation and mobilisation activities, temporary facilities, site preparation / infrastructure and liaison activities.

Project Engineering and Engineering assignments at Parsons (Pasadena, California) have included expansions, revamps, and grass roots facilities for projects around the globe, including Shell Oil Company (Wilmington and Martinez Refineries), Sohio (offshore Endicott Reservoir Facilities Project, Alaska), Arco (onshore Prudhoe Bay, Alaska), Mobil Oil Corporation (Torrance, CA), Royal Dutch Shell (SIPM) (Al Jubail Refinery, Saudi Arabia), Saudi Aramco (numerous onshore/offshore locations), Exxon, Chevron, and numerous others. Duties have involved project engineering, technical and supervisory responsibilities, with a large degree of client and vendor interaction and inter-discipline co-ordination. Primary Discipline Engineering experience has been in the areas of Rotating Machinery and Process Equipment Engineering.
Joined Parsons in 1976 on a part-time basis while attending UCLA. Joined Parsons on a full-time basis upon graduating in June 1979, acquiring increased responsibility and supervisory duties with each new project assignment.
Field assignments with Parsons have involved Construction, Project Engineering and Technical Support. These assignments included a five-month field assignment in Martinez, responsible for construction work associated with turbine driven compressor trains on a fast track rebuild project, and a compressor retrofit for Shell Wilmington that included start-up supervision & operator training. Also stationed in Japan for seven months, assigned to oversee the engineering and vendor inspection efforts of Parson’s Japanese partner and establish the manufacturing support and testing program for all of the rotating machinery and process equipment being fabricated in Japan.
