The HSE Officer shall report to the HSE Engineer or Sr. HSE Officer covering the location of the operation but shall also have a functional report to the VP/director SH&E, Middle East and Africa (MEA) region & or his delegate. The HSE Officer responsibilities are as follows:

• Assist to Integrate SH&E into each operation by promoting worker involvement in the work planning and hazard identification process;
• Conduct daily site inspection and escalate to contractor for immediate corrective action.
• Review and understand contractual obligations regarding SH&E;
• Assist the site and interface with clients, contractors, and third parties in a manner consistent with contract agreements and the applicable standards of reasonable care;
• Assist with developing and maintaining the SH&E plan and amend it when project activities or conditions change;
• Verify that Parsons' employees and contractor supervisors have been issued a current copy of the SHE before commencing field activities;
• Assist with conducting SH&E orientation sessions for project stakeholders prior to allowing them to enter project work areas;
• Coordinate emergency responses (or ensure that emergency response roles are assigned) and ensure that emergency action drills are conducted;
• Verify that project SH&E forms and permits are being used as outlined in the SH&E Plan;
• Assist Perform assessments of contractor SH&E practices in accordance with the SH&E plan, and verify that project self - assessments, inspection checklists, and engagement/observation protocols are being thoroughly completed by Parsons team members;
• Assist Verify availability, training, and use of appropriate personal protective equipment (PPE);
• Assist with conducting SH&E pre-work briefings for Parsons team members and contractor supervisors;
• Assist HSE Engineer and supervisors with conducting incident investigations;
• Maintain SH&E records and documentation;
• Attend/ Participate in periodic corporate and project SH&E audits.

DUTIES AND RESPONSIBILITIES:
• Enforce company site safety rules and regulations.
• Conduct safety toolbox meeting to all project workers.

• Participate in weekly and monthly safety audit together with all safety committee lead by KBR & AECOM. Attend client weekly meeting & coordination meeting of the contractor & subcon.
• Assisting HSE Manager in the formulation of specific Safety Plan.
• Conducting daily site inspection accompanied by area safety supervisors, safety officers as well as construction in-charge then follow up with closing inspection.
• Check and monitoring of work permits & PTSI are obtained prior to commencing work activity.
• Conduct of incident reporting, investigation and performing the review follow ups for the timely actions on the incident investigation recommendations.
• Conduct lived road inspection if the traffic management complied by contractor.
• Assignment & deploy safety supervisor & safety officer to work areas to monitoring site activity.
• Attend weekly site walkthrough safety consultant AECOM & QP Safety In charge.
• Preparing daily observation report collected to safety supervisors & safety officers, input to the report submit to safety manager.
• Attend IRP Incident Review Panel lead by KBR, AECOM safety consultant.

• Attend weekly client Site Audit and coordination meetings.
• Ensure that welfare facilities are available in site: potable water, rest shelter, first aid kit, especially during Heat Stress Prevention Season.
• Do gas testing as AGT whenever confined space work or there is a present of atmospheric hazard in the work site Commissioning & pre-commissioning operation.
• Conducts full investigation of accidents/incident, identifies probable causes and prepare reports of the same and ensures that established permanent prevention measures are subsequently carried out.
• Monitor overall safety management of all operations to ensure compliance with company and legislative requirements relating to safety issues.
• Conduct joint safety inspection contractor & subcon daily basis then submit observation report
• Attend weekly safety meeting lead by MARAFIQ & SC JACOB ZAITE.
