My specific responsibilities in the Project:
1. Support the development of the web based irrigation asset management system (SI-RP2I/PAI) software;
2. Prepare a web based interface for tablet to update the IAMS during walkthrough and updating of the web based database;
3. Finalize the user manual and prepare training module and strategy for implementation through the Project; and
4. Prepare methodology and guidelines for updating of the irrigation asset management system (IAMS)
The activities supports Directorate General of Water Resources as the proposed executing agency in the initial stages of its operation and until the loan effectiveness. The work includes:
a) Set up a critical path programme linking all work and activities required by all stakeholders to ensure timely and smooth commencement of loan implementation;
b) Support establishment of project implementation units including drafting of terms of reference for counterpart staff;
c) Support budget allocation (DIPA) for each subcomponents with implementing agencies to ensure timely implementation of the project components;
d) Update as required the readiness documentation in close coordination with the Directorate of Planning and Programming, DGWR and the Directorate of Multilateral Foreign Funding, BAPPENAS;
e) Identify additional studies and/or capacity building required to ensure sustainability of the loan-funded intervention;
f) Conduct socialization with selected provinces and districts, assess fiscal capacity and prepare overall work plan;
g) Prepare implementation guidelines (JUKNIS/JUKLAT) prior to loan effectiveness;
h) Support the government to finalize the irrigation management unit (IMU) concept;
i) Integrate DGWR and MOA spatial information into a geographic information system (GIS) to support integrated planning between infrastructure and agriculture activities;
j) Prepare methodology and guidelines for updating of the irrigation asset management system (IAMS);
k) Prepare the subproject summary report (SSR) format that combine the PSETK, water balance and PROM assessments; and
l) Assist in liaison with the executing agency, implementing agencies, BAPPENAS, ADB, Development Partners and other key stakeholders.
My responsibilities in IMACS (Indonesian Marine And Climate Change Support) - USAID Project:
1. Identified the information needed by Ministry of Marine and Fisheries (MMAF) with its reference to its corporate and business functions; defining institutional roles, responsibilities and activities that will improve systems for data collections, storage, and analysis; and strengthening the integration of biophysical and program monitoring data and information into MMAF’s organizational decision making and policy development process.
2. Developed database system application using Drupal Content Management System, PostGreSQL Database with PostGIS extension, MySQL Database and integrated with R-statistic analysis, google chart, google maps and any opensource/freeware tools
3. Used Quantum GIS, Openlayer GIS, E-R Mapper Imagery Analysis

1. Made an inventory and carry out an assessment of the design and operational features of the currently used systems for collecting, processing, analyzing and disseminating data related to:
a. the planning, budgeting and programming of investments in road infrastructure, including road maintenance;
b. Management and Inventory District Assets using SIMBADA (District Assets Management System) Webgis application;
c. Land and Building Assets
d. Vehicle assets (moving assets)
2. Analyzed the main data flow processes that are relevant to the effective collection, storage, processing, analysis and reporting of the data;
3. Identified data and information requirements needed to enable the planning, budgeting and programming;
4. Improved the design of the required database systems and its interface functions. As required, include standard security features, queries and reporting functions in the database system;
5. Conducted tests to check the effectiveness, integrity, relevance, internal - and external consistency, and validity of the database system and its data, and ensure compatibility with the GIS system that will be developed in parallel;

My responsibility in PISP Project which is funded by Asean Development Bank as follows:
1). Reviewed current WRDC (Water Resources Data Center), river basin, water user organization, hydrological development MIS/GIS system paying particular attention to information standards, and access and communication linkages with provincial and district
2). Reviewed quality of current survey and mapping, and reviewed GIS mapping standard
3). Analyzed the requirements at district level for additional generic revised GIS/MIS modules and developed such modules
4). Reviewed ongoing MIS/GIS system within other sectors and inter sectors linkages
5). Assisted district government in designing modules specifically from district use for new activities including but not limited to hydrology, river flows and asset management.
Applications are developed using web and PC based philosophy. PC Based application is multiplatform application. It could be installed on Windows or Linux operating system. It is free, opensource, maintain both tabular and spatial (map) data. Web based application could be accessed at http://sda.pu.go.id. Database application developed using Borland Delphi and Microsoft SQL Server Database Server, and GIS application using geodatabase ARCGIS ArcInfo.
SCADA systems were used to automate data collection and population:
1. Rainfall gauge to record daily rainfall data (mm/sec). The data is processed yearly to get information needed in estimating water discharge would be used to plan water supply for irrigation, hydropower, and consumption of population
2. Climate gauge to record temperature, humidity, wind, pressure, and sunlight. Statistic data is published yearly to monitor climate change and to generate isohyete maps using ArcGIS software
3. AWLR (Automatic Water Lever Recorder) is placed in main river to record water level. The data is transmitted automatically to central server and is processed by application to get early warning and flood monitoring
Activities focus on improvement of existing applications and development of new system application such as:

Specific tasks and responsibilities include:
1. Constructed management information system workflow among stakeholders (Central Government, Province Government, District Government, Balai, and other water resources institutions)
2. Recommended effective institutions to run the workflows and procedures at central, province, district, balai, and other institutions.
3. Established draft of regulation as law umbrella for management information system implementation.
Specific tasks and responsibilities were to develop applications both tabular and spatial (map) using various software development tools such as Ms SQL Server, Borland Delphi, ESRI ARCIMS, ESRI ARCGIS, Microsoft Sharepoint, and Macromedia ColdFushion. Some of features of application including :

• Advised the ministry to strengthen the capacity of the relevant water resources offices/institutions, as per the provisions set forth in the preparatory assistance document. The focus should be on building national technical and institutional capacities in water resources issues, including national ownership matters
• Established and managed action program, both for Central Government, Province, Kabupaten and other water resources institution (Balai, Perum Jasa Tirta, etc)
• Trained the ministry to use SCADA: AWLR, rainfall gauge and climate gauge
• Produced yearly a detailed long term action program to be approved by the ministry and Asian Development Bank, containing :
o Objectives
o Potential programmer risks and initiation strategies
o Detailed budget, including backup-up information for personnel, equipment, material and operational cost
