My specific responsibilities in the Project:

1. Support the development of the web based irrigation asset management system (SI-RP2I/PAI) software;
2. Prepare a web based interface for tablet to update the IAMS during walkthrough and updating of the web based database;
3. Finalize the user manual and prepare training module and strategy for implementation through the Project; and
4. Prepare methodology and guidelines for updating of the irrigation asset management system (IAMS)

The activities supports Directorate General of Water Resources as the proposed executing agency in the initial stages of its operation and until the loan effectiveness. The work includes:

a) Set up a critical path programme linking all work and activities required by all stakeholders to ensure timely and smooth commencement of loan implementation;
b) Support establishment of project implementation units including drafting of terms of reference for counterpart staff;
c) Support budget allocation (DIPA) for each subcomponents with implementing agencies to ensure timely implementation of the project components;
d) Update as required the readiness documentation in close coordination with the Directorate of Planning and Programming, DGWR and the Directorate of Multilateral Foreign Funding, BAPPENAS;
e) Identify additional studies and/or capacity building required to ensure sustainability of the loan-funded intervention;
f) Conduct socialization with selected provinces and districts, assess fiscal capacity and prepare overall work plan;
g) Prepare implementation guidelines (JUKNIS/JUKLAT) prior to loan effectiveness;
h) Support the government to finalize the irrigation management unit (IMU) concept;
i) Integrate DGWR and MOA spatial information into a geographic information system (GIS) to support integrated planning between infrastructure and agriculture activities;
j) Prepare methodology and guidelines for updating of the irrigation asset management system (IAMS);
k) Prepare the subproject summary report (SSR) format that combine the PSETK, water balance and PROM assessments; and
l) Assist in liaison with the executing agency, implementing agencies, BAPPENAS, ADB, Development Partners and other key stakeholders.

It is free, opensource, maintain both tabular and spatial (map) data. Web based application could be accessed at http://sda.pu.go.id. Database application developed using Borland Delphi and Microsoft SQL Server Database Server, and GIS application using geodatabase ARCGIS ArcInfo.

SCADA systems were used to automate data collection and population:
1. Rainfall gauge to record daily rainfall data (mm/sec). The data is processed yearly to get information needed in estimating water discharge would be used to plan water supply for irrigation, hydropower, and consumption of population
2. Climate gauge to record temperature, humidity, wind, pressure, and sunlight. Statistic data is published yearly to monitor climate change and to generate isohyete maps using ArcGIS software
3. AWLR (Automatic Water Lever Recorder) is placed in main river to record water level. The data is transmitted automatically to central server and is processed by application to get early warning and flood monitoring

Activities focus on improvement of existing applications and development of new system application such as:
