• Assess and Review HSE programs, policies, and procedures to meet compliance expectations
and promote best practices.

• Ensure adherence to all local, regional, and international health, safety, and environmental
regulations and standards.
• Review HSE key performance indicators on a weekly, monthly basis.
• Promote a culture of continuous HSE improvement, benchmark compliance programs against
industry best practices.
• Review weekly and monthly HSE reports, including performance metrics, for management

Following up & supervise for new revamp projects Construction and upgrade of existing facilities happened in Middle east oil Refinery by TECHNIP Company in Utility, hydrocracker, CCR, SRU, Amine, WWT, Coker units & offsite
- Ensuring that contractors and sub-contractors working in MIDOR expansion during construction phase are in consistent with all applicable HSE laws whether international, regional, or local
- Review all construction works and giving advice for any deviation of rules and safety standards
- Review designs for new projects and upgrade of existing facilities for compliance with company safety standards and good industry practices.
- Review contract documents and giving comments and safety advice for the projects
- Review all construction works (brown/red/green areas) and giving advice for any deviation of rules and safety standards beside refinery activities
- Monitor & Technical Advisor for any activities, its aspects, its impacts, risk assessment preparation
- Deliver monthly, quarterly and annual Safety and performance reports

• Conduct HSE audits to assess compliance with relevant standards, regulations, and project

• Review documentation, inspect sites, and interview personnel to gather audit evidence.
• Identify non-conformances and areas of improvement during audits.
• Document findings and categorize them based on severity.
• Prepare comprehensive audit reports detailing findings, observations, and recommendations.
Maintain accurate records of audits and follow-up actions.
• Conduct follow-up audits to verify the implementation of corrective actions and assess their
effectiveness.

• Develop and oversee HSE compliance training programs for employees and subcontractors to
ensure awareness and adherence to regulatory and company requirements.
• Liaise with government authorities, clients, and consultants regarding HSE compliance status,
permits, and reporting obligations. Prepare regular compliance reports for senior management
and regulatory bodies.
• Oversee project-wide HSE risk assessments and implement mitigation strategies during
planning, construction, and commissioning phases.
• Plan and conduct internal HSE audits and inspections; manage third-party and regulatory
audits to ensure compliance with environmental and safety standards across all sites.
• Develop, implement, and continuously improve HSE compliance policies, standards, and
procedures in alignment with company goals and legal requirements.
• Ensure all project activities comply with local, national, and international HSE regulations,
including environmental permits, occupational health laws, and ISO standards (e.g., ISO 14001,
ISO 45001).
• Prepare all MODUN Requirements to get operating license
• Preparing ESAP, ESMP, Solid Waste Management Plan, Water and Wastewater Management
Plan, Hazardous Waste Management Plan, Air Quality, Noise and Heat Stress Monitoring plans
• Maintain Environmental register and update it according to National Center for Environmental
Compliance NCEC Arrange required contracts with approved Environmental Contractors
Arrange Contracts required with approved firefighting maintenance contractor and approved
firefighting consultants
• Prepare safety budget for all requirements
• Maintain inspection program for Fire pumps & firefighting system
• Ensure implementation of firefighting systems matching approved layouts from authorized

management and the owner of the Group
• Coordinates and controls the implementation of the safety approach, action plans and related
programs, in accordance with the objectives set by the Management
• Measure the performance of the Health and Safety approach, through relevant feedback,
management reporting and action plans, Ensures communications actions (risks, rules,
issues, ...), updates and disseminates the health and safety documentation of its scope
• Follow up open NCR and support site team till close all opened NCRs, Organize safety
campaign according to results of data analysis
