✓ Perform detailed technical evaluation/review of the tender
documents (Specs, Drawings, Bill of Quantities \[BOQ\]), and
ensure that any inquiries or
clarifications (Request for Information- RFI) are raised well to the client through the
Commercial department.
✓ Divide the project into packages and contact suppliers and sub-contractors to obtain
(through Request for Quotation-RFQ) and compare price offers and quotations for the
various materials/items needed for the project.
✓ Conduct comparison studies for suppliers and subcontractors quotations, develop cost
estimation in response to the clients Bill of Quantities (BOQ), and calculate direct costs
based on client specific requirements.
✓ Liaise with the Procurement department, whenever needed, to get contact to, or obtain
information about, suppliers who are hard to reach.
✓ Perform quantity surveying for projects as the need arises.
✓ Prepare conditions of awarded projects, and hand over relevant documents to the
Commercial, Operations, and other concerned, departments.
✓ Participate occasionally in offshore jobs by contributing to researching about international
suppliers, and communicating with the Planning and Cost Control department to get
information about international material and labor costs for estimation.
✓ Negotiates favorable terms, volume discounts and long-term contracts with suppliers for
the procurement of goods, services and supplies.
✓ Takes responsibility for purchases in support of customer-related business processes or for
internal use.
✓ Discusses defects and delivery problems with suppliers, and is responsible for negotiating
refunds.
✓ Coordinates with operations, maintenance, warehouse and engineering to ensure
proper scheduling and movement of goods and supplies.
✓ Under general supervision, and occasional direct supervision, performs assignments
requiring experience and knowledge of standard concepts within their field.
✓ Displays core job competencies by analyzing possible solutions using standard procedures
while developing advanced skills.

✓ Deliver the complete technical & commercial offers with all
relevant documents together with Price level and max, allowable
discounts through the coordination with the procurement team, cost control team and
product providers (suppliers).
✓ Provide a professional and detailed breakdown of each item in the project in electrical
scope (including light current works) for the line manager.
✓ Review all projects documents in early stage of bidding, highlight and transfer the existing
obstacles, chances and missing as well as threats in project documents.
✓ Handle offers that need special pricing and coordinating with Suppliers besides looking for
all technical solutions that can reduce the cost and satisfy the owner.
✓ Check owner designs, drawings, schemes, plans, and guide through product issues and
projects complete data, create and documenting Project Budget in line with business &
owner requirements and provide budget and suggestions for possible alternative explaining
the benefit to the client (cost/technical/delivery).
✓ Prepare the inquiries with proper technical specifications as per the tender and
understanding of quotations with respect to Technical and contractual requirement and
going with order registration process after checking all commercial terms along with Line
Manger approval.
✓ Coordinate with the Engineering departments after order award, handover all documents
for accurate scope of supply, apply safety rules and safe practices as well as environmental
responsibilities, reports unsafe practices, behaviors, and incidents.
✓ Contribute to owner satisfaction by executing support work according to owner
expectation, clear understanding of sense of urgency and care in the direct area of
responsibility and knows how to communicate this to owners.
✓ Execute wrap-up and follow-up (when needed) of support cases in a timely manner, identify
improvement need (technical or commercial) in the way of working and potential solutions
for owners and ensure the job is done on time and on quality.
✓ Contribute to make a Professional tender closing coordinated with the tender team (civil,
arch and mechanical)
