· Develop and implement procurement procedures, policies, forms, processes, and standards, and ensure compliance with the company's overall objectives.
· Monitor market trends to define the opportunities and build a strategic partnerships with the key vendors to ensure the cost efficiency, quality and delivery time.
· Improve the vendors evaluation and ranking criteria and update the company vendor list according to the marketplace dynamics.
· Identify the compliance with Project vendor list and suggest the proper alternatives to obtain the client satisfaction.
· Oversee and coordinate with internal and external stakeholders the complex corporate procurement agreements including the contractual, financial and logistic issues.
· Carry out day to day duties accurately and efficiently. to support teamwork.
· Monitor the compliance with procurement plans and evaluate the deviations and manage the implementation of corrective actions in conjunction with concerned departments .
· Generate weekly, monthly, quarterly, and yearly reports on Procurement department performance " KPIs"to the management.
· Manage the technical and commercial bids and procurement processes to maximize the cost saving with operational excellence.
· Suggest and evaluate Value Engineering proposals.
· Drive continuous improvement initiatives in procurement practices and systems.
· Continuously monitoring, evaluating Sub-Contractors/suppliers performance.
· Participate in continuous improvement by generating suggestions, engaging in problem solving activities to support teamwork.
· Generate a proper system and channels to deal with vendors complaints and challenges to maintain the strong and long term relationship between the company and vendors.
·Leading a team of 6 professional Engineers.
· Improve and implement the procurement procedure according to the Algerian law and conditions.
· Develop and implement the company-wide annual procurement plan taking into consideration all
functions need, previous demand and supply levels and allocated budget.
· Adjust the workflow with all departments to to maintain optimum levels of communication to effectively and efficiently work completion.
· Monitor the company branch inventory to ensure stock levels and databases were updated.
· Manage the market studies to improve the Vendor list.
· Adjust the Mother Company Sub-Contracts and other forms to fit Algerian market rules and conditions.
· Manage the technical and commercial bids and procurement processes to maximize the cost saving with operational excellence.
· Comply with the clients requirements according to the periodical audits held by clients.
· Continuously monitoring, evaluating Sub Contractors/suppliers performance.
· Leading a team of 10 professional Employers.
· Review project tender documents
· Prepare projects procurement plans in accordance with construction time schedule "ROS Dates".
· Prepare the Packages and send RFQ's to the approved vendors.
· Follow up with vendors to send the offers before the deadlines .
· Evaluate the received commercial and technical offers.
· Prepare the comparison sheets showing all commercial terms and technical compliance status for each
vendor.
· Make the negotiation with vendors to obtain the optimum payment terms, delivery time, contract conditions and best prices.
· Follow up the agreements internal approvals according to the company procedure.
· Work closely with project team to follow up the assigned vendors are respect with the sub-contract and meet the project requirements.
· Contact continuously with project team for any technical clarification.
· Prepare Value Engineering Proposals.
· Monitor Project warehouse to meet Just In Time (JIT) inventory controls " During my work at site".
· Prepare Technical Submittals for Consultant/Client Approvals " During my work at site".
· Attend the National and international building materials expos to improve the vendors data base and the new products as well.
· Prepare the Variation Orders.
Review project Tender documents .
· Prepare projects material list with the project management team.
· Prepare projects procurement schedule and compare it with procurement plan received from planning Dept.
· Packages preparation based on procurement schedule.
· Prepare the Packages and send RFQ's to the approved vendors.
· Follow up with vendors to send the offers before the deadlines .
· Prepare Bid Tabulation Form showing all commercial terms and technical compliance status for each vendor and add the recommendations.
· Negotiations with Subcontractors/Suppliers.
· Issue Litter Of Intents (If Subcontract).
· Submittals Preparation.
· Issue Purchase Orders after material approval from Client/Consultant & Issue Contract (If Subcontract).
· Prepare the Variation Orders.
Supervising the work progress and quality.
The main scope is Infra structure.
The Graduation project is Infra structure Water and sewage networks and Water and waste water treatment plants. The project grade is excellent.
