SAUDI & OPEC FUNDED BADULLA CHENKALADI ROAD IMPROVEMENT PROJECT

Funded by the OPEC Fund for International Development (OFID) and the Saudi Fund for Development (SFD), the Badulla-Chenkaladi Road Improvement Project (BCRIP) was initiated to improve connectivity between the Eastern Province, Uva Province, and Central Province. The project set out to rehabilitate 151 km included construction of 287 culverts and 41 bridges, and installation of road furniture including Street Lights and other incidental work. The total cost of the project is $140 million.

Duty and Responsibilities

• Involve tendering process, response to tender clarification on commercial matters, tender evaluation and prepare tender report
• Preparation of cost estimate and cost plan based on external data and prepare the tender BOQ and Engineering estimate
• Evaluation of Contractor’s Monthly interim application & Statement at completion and prepare the payment recommendation to the Employer
• Checking Contractor’s cost proposals for variations and preparing VO for Employer approval
• Manage the procurement process for Provisional sum works by evaluating pre-qualifications, comparison statements, analysis and prepare the evaluation report
• Evaluation of Contractor’s claims and prepare claim assessment report
• Preparation of monthly report including payment details, anticipated final cost (AFC), cost to complete, anticipated variation, provisional sum details & potential savings
• Assessment of rate analysis, negotiation with the Contractor and Recommend to the Employer for new rates submitted by the Contractor
• Preparation of cash flow forecast to ensure the Employer financial commitments
• Evaluation of cost in value engineering proposals

• Study the tender Documents, Drawings and specifications and sending clarification if any to Client.
• Prepare monthly and weekly progress reports with cash flow, resource histogram and physical progress curve (S - curve), Review and supervise all daily, weekly and monthly reports.
• Issue Master Schedule base line for project, Updating schedule baseline and attend to the progress meeting with client and contractor.
