JOB DIMENSIONS:
• Developing highly accurate and competitive cost estimates for diverse irrigation projects (construction, design, supervision, consulting).
• Analyzing operational expenditures (OPEX) for irrigation projects to build methodologies for optimizing future costs and project lifecycles.
• Re-estimating project costs to meet changing timelines while maintaining critical path and project scope.
• Analyzing, reviewing, and evaluating cost studies to ensure accuracy and completeness.
• Continuously assessing proposed changes against project requirements, evaluating cost, schedule impacts, and feasibility (resources, technology).
• Analyzing the elements of direct and indirect cost periodically, determining the standard cost rate, identifying deviations, and assessing their impact on overall project costs.
• Coordinating with stakeholders to secure documents and information essential for cost control activities.
• Monitoring project budgets and expenditures to ensure adherence to financial plans.
• Maintaining updated cost databases for irrigation materials by gathering quotes.
• Leveraging market trends, supplier quotes, and historical data to optimize pricing accuracy and stay ahead of cost curve fluctuations.
• Preparing periodic reports on costs and pricing methods, including recommendations for management review.
• Identifying risks related to cost control and developing mitigation strategies to address them.
• Utilizing in-depth Masterformat knowledge to meticulously code irrigation project materials,
ensuring accurate cost estimates and efficient project management.
• Preparing detailed cost breakdowns, considering materials, labor, equipment, construction methods, overhead, and market fluctuations for project financial viability.
• Participating in project reviews and value engineering exercises to identify cost-saving opportunities.
• Drafting framework agreements for engineering services, considering cost implications.
• Estimating costs for change order projects and project supervision contracts.
• Collecting feedback to continuously update and refine cost estimates.
JOB DIMENSIONS:
Tender Proposal
• Proactively searching for new tender project opportunities on client web portals such as ECN, SAP Ariba (Saudi Aramco), Etimad (RC), and SAP - SRM (SEC). Collaborate with relevant company departments to identify suitable projects based on our expertise and qualifications and initiate the bid procurement process.
• Maintaining a centralized Tendering Projects Log for the company, ensuring all departments are kept informed of project updates and changes through timely communication.
• Reviewing proposal specifications, drawings, and attending pre-bid meetings. Conducting site visits, if necessary, to verify the scope of work and determine the essential elements for a comprehensive cost estimate.
• Reviewing and verifying BOQ, tender drawings, specifications, general conditions, and general and specific instructions to bidders. Seeking clarification from the client for any ambiguities
• Developing bid packages segmented by discipline (design, civil, mechanical, electrical, water, and telecom) to solicit quotes from pre-approved subcontractors and vendors.
• Coordinating with suppliers to negotiate competitive market prices for materials, subcontractors, and equipment. Utilize data from past projects and current market information to secure the best committed prices from reliable sources.
• Estimating the budgetary bidding price to prepare the required bid bond or proposal security, collaborating with the finance department to ensure the document is completed according to the provided format.
• Developing a comprehensive technical proposal for the Planning, Quality, and Safety disciplines, adhering to tender document instructions. This process involves collaborating with relevant company departments to leverage their expertise and ensure a cohesive and competitive bid.
• Preparing comprehensive final tender proposals encompassing both commercial and technical aspects. Incorporating any special items, clarifications, and adhering to all general and specific instructions. Ensuring meticulous tender management and timely submission to meet strict deadlines.
• Collaborating with suppliers to gather market insights and identify opportunities to enhance the companys tendering systems, procedures, and databases. Leveraging this collaboration to streamline processes, improve bid competitiveness, and optimize cost control.
• Critically reviewing final estimates, applying strategic cost analysis techniques to identify and implement cost-saving opportunities. This ensures project budgets are optimized and remain competitive.
• Developing a comprehensive commercial presentation analyzing the tendering project. Utilizing insights from senior management to finalize a competitive proposal prize.
Estimation
• Proactively reviewing received documents to identify any missing details or information. Immediately contacting the client to request the missing information to avoid delays.
• Analyzing project documents critically to identify all material requirements. Collaborating with the Purchase Department to secure the best possible pricing and availability from qualified material suppliers based on specifications & drawings.
• Developing well-organized bid packages segmented by discipline and soliciting competitive quotes from pre-approved subcontractors/vendors and suppliers to maximize cost effectiveness.
• Evaluating all quotations for the materials from client-approved suppliers to secure the most advantageous offer based on price, quality, and delivery timelines.
• Utilizing Sage Timberline Estimating software to efficiently input all data including material price, equipment price, installation price, overheads, and profits as per Company Policy to ensure a clear and accurate cost estimate.
• Taking off quantities accurately and verifying them thoroughly against available drawings for Telecom, Low current systems, and instrumentation disciplines to ensure a precise cost estimate.
• Tier-1 engineering support personnel for all Consumer service activations.
• Monitoring and implementing all the day-to day service activation assigned to Consumer Activation Team.
• Managing and ensuring that all residential customers’ services are activated in the timely and accurate manner.
• Responding to major operational issues that are related to residential customer activations.
• Implementing the processes and procedures established my Management and keeping up to date with any changes.
• Providing regular or frequent feedback to the Consumer Manager on the current status of activations.
• Alerting Management on any issues or faults that violate SLA’s or company policy.
• Programming and execution of all customer installation, commissioning and service handover activities within agreed SLA’s/KPIs.
• Ensuring proper co-ordination between the Activation Technician and the Field Operations Team for customer installation activities.
• Following up on handover documents, mapping and surveys.
• Accountable for the accuracy of consumer service/configuration data in network systems.
• Ensure that all customer provisioning faults are restored in accordance with agreed SLAs/KPIs.
• Working with residential Customer to resolve any issues related to the activation of services in a property.
• Establish proper communication between Activation personnel and the Network Management Team for residential customer installation issues and regular operational activities.
SOFTWARE AND TOOLS
• Practical experience in all software/tools such as Packetfront SPECS 2.8.2/3, Tanberg ITTV, Letens system manager for triple play activation.
• Proven hands on experience in HP OpenView Service Activator.
• Practical experience in Marconi / BTS soft switc
Install and maintain an open source groupware suit. i.e. eGroupWare is a groupware server. It comes with a native web-interface which allows access data from any platform all over the planet. It enables you to manage contacts, appointments, to-dos and many more for whole business.
• Maintenance and version control of production ghost images of desktop and server implementations using Ghost for Linux. It is a hard disk and partition imaging and cloning tool similar to Norton Ghost(c). The created images are optionally compressed and transferred to an FTP server.
• Map the companys network, clear-up and make a better structured LAN
• Spearhead the research in using Lotus Notes to enable fully computerised teamwork
• Stabilise the servers used in the company (Windows Server 2003 ) by proper upgrades and maintenance.
• Provide level 3 support to key application in the environment while maintaining support ties with vendor support base.
• Assist with production and enhance performance of MIS group.
• Isolate and test production issue related to application performance.
• Scripting support to IT staff to automate IT laborious tasks and enhance productivity while drastically reducing maintenance chores.
• Stay abreast of open-source technologies and propose no cost/cost effective solutions to address the needs of the IT organization and user environment.
• Research ways to reduce vendor licensing and proprietary support costs using open-source software solution.
• Maintain and support in-house Linux/GPL/BSD license systems.
• Primary support point of contact for MIS group.
SOFTWARE AND TOOLS
• Hands on experience installing, designing, implementing and operating eGroupWare
• Practical experience in ‘Ghost for Linux’ Ghost Images software.
• Well managed experience in help desk and asset management software SysAid .
• Preparing and demonstrating laboratory course-work in:
