Preparing framework agreements

-Reviewing and commenting on commercial and technical tender terms and conditions
-Developing contract strategy based on company policies, customer requirements, and the overall execution strategy taking into account risk, pricing, scope and schedule
-Contracts and sub-contracts- preparation, review and evaluation
-Developing and managing the commercial administration, monitoring and change control system requirements
-Identifying the contract baseline including terms and conditions, specifications, drawings, estimate, proposal, schedule and other documents incorporated in the contract and highlights areas of potential risk. Ensuring timely and accurate execution of commercial aspects in portfolio of contracts i.e. payments, claims, variation orders, warranties, provisions, guarantees, etc.
-Review monthly financial reports and review any actions in respect of the Risk Register and project contingency
-Supporting drafting of purchase orders, contracts and subcontracts and ensures that relevant subcontracts contain appropriate contract terms
Pre Contract
• Preparation of Preliminary Cost Estimations, Budget, Engineers estimation and reporting to Contracts Manager
• Develop Consultant project proposals, Sub-Consultancy agreements
• Coordinate with vendors to maintain and update the vendor registration database in regular interval.
• Shortlisting venders and distribute Tender invitation
• Prepare, finalize and issue tender documents, follow up with bidders during tender process and issue Addenda for Tenderer’s queries
• Preparation of Tender evaluation report and issue PTC
• Review & finalizing Contract Documents in terms of Tender & Contract conditions
• Prepare & Develop LOI/LOA & Contract Agreement
• Attend meetings with Client, Contractor and other sub Consultants as required
• Other Contractual tasks assigned by Contracts Manager
Post Contract responsibilities
• Review Contractor’s Interim payment application and prepare Payment Certificate
• Review & approve Variation orders / change proposals and Prepare VOR/VO for the same
• Review Claims for EOT & other commercial issues
• Review Insurances and Bonds other contract related submissions
• Review sub-consultants and authority payment schedules
• Prepare & submit Cost report
• Review & approve rate built-up / cost breakdown for the items
• Attend weekly progress, commercial meetings as required
Key Roles and Responsibilities
Prepare estimate and cost for tenders; manage all costs related to various types of buildings including MEPD works, landscaping and infrastructure works.
Coordinate with Consultant/Client for further clarifications regarding the tender and attend pre-tender meetings as required
Keep awareness of different types of Building contracts, report to the top Management if ever necessary
Assist technical manager and Commercial manager in all pre and post contract functions
Invite suppliers and sub contractors to quote for specialist works. coordinate with them for further negotiations
Prepare tender document such as Financial and Technical requirements for final submission
Valuing completed works and prepare monthly bill and submit to the Client/Consultant
Provide assistance in verifying claims, payments, variations, contractual issues for projects
Prepare and submit variation and additional works for payment applications.
Communicate regularly with project staff and specialist subcontractors to ensure commercial controls are in place, understood and followed at all times
Monitor all commercial information in relation to project including labour, material and sub contractor cost forecasting thus ensuring budgets adhered to
Key Roles and Responsibilities
Carry out monthly valuations of work in progress and submission of mail bill to Client
Performing value management and cost control at site
Advise and provide sufficient details to procurement department
Preparation of scope of works and interface responsibility matrix for the Subcontract Packages.
Certification of subcontractor monthly valuations and final accounts and recommend for the payment
Identifying variations and additional works
Preparation of Variation Request/Claim against Main Contract to the client/consultant
Coordinating between the Consultant and the Subcontractors regarding contractual matters.
Monitor all commercial information in relation to project including labor, material and sub-contractor cost forecasting thus ensuring budgets adhered to.
Assist Commercial Manager and Project Manager with a range of other duties as may be required from time to time
Prepare submit and negotiate project final accounts
Key Roles and Responsibilities
Preparing bills of quantities using tender drawings and specifications
Comparing tender BOQ quantities with actual for purpose of tender submission
Obtain quotations from suppliers for tender purposes
Prepare tender document for review by senior quantity surveyor for submission
Getting site progress and Measure on site for preparing main contract interim payment
Make joint measurement with Consultant representatives
Valuing sub contractor’s measurement and approve for payments
Preparing and update material at site schedule for projects
