MEP QUANTITY SURVEYOR
PRE CONTRACT, COST ESTIMATATION, TENDER PREPARATION
Responsibilities :
Participate in and contributes to the development of project contract strategies and plans.
• Interface with each parties involved in the project
• Develops the projects Contracts administration procedures and Coordinate insurance, finance, tax, legal, HSE, etc.
• Monitor, review and comment on every single project related communication highlighting area of concern.
• Be able to review contractor’s communication and be alert for possible claims and take necessary action to resolve disputes and conflicts.
• On a daily basis stay abreast of the status of contract compliance by all parties and to insist that both the owner’s functional groups and the contractors fulfil their contract obligations.
• Ensure that the Contract Management Procedure Manual is followed throughout the course of the project.
• Prepare meeting agenda, ensure minutes are taken and follow ups are made on “Action Items”
• Ensure that single contact is used and maintained for all communication with the contractor by me as Contract administrator
• Involved in Value planning & Engineering process at the Design and Tender Stage.
• Prepare Cost Estimates using First principles and Benchmarking (RICS)
• Prepare Cost plans (Formal Cost Plans 1, 2, 3) and Estimates at RIBA work plan stage
• Maintain logs for claims and thereby agreeing variations/change orders
• Preparing and compiling variation claim document with all relevant substantiation to the satisfaction of the Employer
• Preparing cashflow and monitoring the progress
• Visit Site as and when required to monitor progress, Evaluating Payment Application / progress payment claim against Value of Work done for measured works, Variations/Change orders, Material On-Site/Off-Site, Fluctuations, Special payments in accordance with contract
• Risk and value management and cost control functions
• Preparation of Cost to Complete and Cost value reconciliation report (CVR)
• Advising on procurement strategy
DUTIES & RESPONSIBILITIES
Pre contract:
• Preparation of Cost planning and Cost estimate.
• Tender preparation & evaluations including compilation, tender analysis, negotiations, and recommendations.
• Preparation “Bill of Quantities” by studying the Drawings & Specification of individual items required for the project.
• Preparation of cost estimates for preliminary study & preliminary design stages
• Value management and value engineering
• Finalize estimation of all direct and indirect costs and consolidates tender documents for management review and approval.
Post contract:
• Assessing the Contractor’s Interim Payment Application’s prepared and recommends Payment Certificates
• Attend progress meetings and provide updates to the Client with a projection of costs as required.
• Visit the Site as and when required to monitor progress, Evaluating Payment Applications/progress payment claims against the Value of Work done for measured works, Variations/Change orders, Material On-Site/Off-Site, Fluctuations, and Special payments in accordance with the contract.
• Reporting to Commercial Director on all commercial issues.
• Identifying, analyzing, and developing responses to commercial risks.
• Assist with the review and settlement of claims submitted by the contractor.
• Assist with the preparation of change orders to the prime contract between the Contractor and the client.
• Preparation of the necessary Logs (Change order log, Variation order log, Claim log, Early warning log,
• Preparing project cash flows
• Preparing Cost Reports
• Follow and maintain Company standards of Quality in accordance with Company Quality System requirements.
• Issuing the required reports to the Project manager and Client.
• Finalize the Final Account of projects and check & record measurements of completed work

Process the contractor’s interim payment certificates and recommending payments;
• Review and respond to contractor's requests for Commercial clarification / information;
