Duties and Responsibilities (PMC) :
- Analyze the EPC procurement tracking schedule and compare it to the baseline
project deliveries for all bulk, critical, and long-lead items.
- Keep track of and manage the deadlines for submitting material technical
documents in order to guarantee timely approvals.
- Verify material technical documents submitted to make sure the vendor has the
necessary credentials and certifications.
- Evaluate the credentials and capabilities of the selected vendors and
manufacturers to make sure they match the project requirements and standards.
- Establish a monitoring and reporting system for allocating tasks that are to be
accomplished by each party and set deadlines for these tasks.
- identifying, assessing, and investigating the fundamental causes of procurementrelated issues in order to provide the best solutions.
- Arranging and leading a weekly review meeting to address and discuss
procurement-related concerns with the client, EPC/PMC.
- visits to the factories on a regular basis to make sure that production is
proceeding forward according to the production schedule that was provided.
- Ensure that the project's specific tools, commissioning, and startup spare parts
are managed.
- Ensure that all materials are packaged, labeled, handled, and stored in
accordance with the manufacturer's instructions.
-Develop a Procurement Strategy, Sourcing, Procurement and Risk Plans to be implemented across the Business.
- Prepares the Projects Budget for all Materials, Man Power and Subcontractors.
- Estimates Cash Flow for the Projects and Coordinate with Finance Dep. and Project team to ensure Funds Availability for each Period of the Project.
- Develops, Coordinates, and Enforces Systems, Policies, Procedures, And Productivities Standards.
- Prepare a comprehensive Monthly Report reflecting the Status of current Activities, Recommendations, Corrective and Proactive actions.
- Incorporates Best Practices and Market Research into Procurement Practices to Ensure Company Obtains Value for Money.
- Analyzes Technical Data, and Ensure Purchased Materials are in Accordance to Specifications and Drawings.
- Supervises enquiry/ RFQs follows-up offers.
- Negotiate and finalize contracts with Suppliers and Subcontractors.
- Manage the entire purchasing process, from sourcing, request for quotation, negotiation, scheduling, process PO, follow up on orders, delivery control and expediting the materials to ensure on-time delivery to Site.
- Identifies all Subcontracts, Evaluate their Scope of Work and prepares Subcontract Agreements.
- Update Vendors Database and keeps Track of the Performance of Existing Suppliers, Taking necessary actions as needed.
- Following up Materials Tracking Schedules (MTS) .
- Assists Tender & Estimation team to Provide Quotations from Vendors/ Suppliers for Tender Jobs .
- Supervises the Purchasing Officer as related to all Local Administration Office/ Site procurement.
- Supervises Warehouse Activities and Material Control with Periodic Updated
Reports.
