Research and design the scope and purpose of ministries and agencies with coordination of the ministries and agencies. - - - - - - - - - - - - Support the human resource department of ministries and agencies to design job description. Research, design and develop the Job description of all civil servants in Afghanistan which meets the scientific criteria. Research and design the job specification of each civil servants’ positions. Make sure that job qualification and specification for recruitment complain with the job description. Develop competencies for each position of civil servants according to the job descriptions. Coordinating the with performance appraisal dept to develop the KPI for high rank posts. Make sure that job qualification and specification for recruitment are meet with the job description. Verify the JDs after analyzing by the subordinate employees. Communicate, Negotiate with HR Department of Ministries and Agencies for smooth process and verification of JDs Solve the problems which JDs department will face. Draft the guidelines and policies for job analysis and job description process and share with HR department of ministries and agencies. Make sure that all job descriptions are documented in HRMIS system
Manage and execute the promotion and transferring from one post to another post in all civil servants according to regulation and their similarity of job description. - - - - Manage and making sure that job evaluation is performed according to rules and scientific criteria. Manage and guide subordinates to identifying jobs that require special salaries and share it with relevant departments of IARCSC and the Ministry of Finance making sure that job descriptions are shared with appointment board for announcing the vacant positions. Execute and manage the categorization of line and supportive positions.

Receiving the applicant’s documents and preparing the long lists and filing the documents. Contacting the succeeded candidate to inform and next further process. Monitoring the annual and probation employee’s performance with coordination of the employee's superior Preparing meticulous payroll and benefits of employees and process it to finance department. Communicating with employees about issues that will affect their performance. Ensuring that work environment will not bad effect on employee’s health. Ensuring accurate and proper record-keeping of employee information in hard and digital format
- Receiving feedback from ministries and agencies for implementation of organization structure. - - Finding the strengths and weakness of organization structure and finding the way for removing the weakness. Analyze the status of organizational structure in overall ministries and agencies to identify the duplication of jobs, extra positions which are not needed and deliver to superior for solving that.
- Analyze and develop the job descriptions of positions according to vision, mission and goals of ministry. - - - - - - Analyze the job specification and set the criteria for recruitment in coordination of ministries and agencies. Formulate the rules, regulations and guidelines of Business procedures Coordinate the statistical information with HRMIS department and deliver the transferred and announced positions to appointment board and its ministries and agencies. Compellation of organizational structure statistic which shows the higher level and lower level of position in overall ministries and independent agencies. Analysis the business process and find the problems moreover to simplify the business process. Establish coordination and relation with various department of IARCSC and other ministries and agencies to exchange the organization structure information.

Categorizing and analyzing the data and visualizing the charts and reports. Categorizing the data to the qualitative and quantitative data. Analyzing the data and according to research plan and reporting the result. Share the reports and results with ministries and agencies for further practices.
