Responsibilities:
• Integrate SH&E into each operation by promoting worker involvement in the work planning and hazard identification process.
• Maintain active and visible involvement using open communication with employees and stakeholders regarding SH&E issues on the project.
• Review all HSE Plan/Procedures & method statements submitted by contractors for project areas assigned
• Manage the site and interface with clients, contractors, and third parties in a manner consistent with contract agreements and the applicable standards of reasonable care.
• Develop and maintain the project’s legal compliance register.
• Assist with developing and maintaining the Project Safety Health & Environmental Plan (PSHEP) and amend it when project activities or conditions change.
• Verify that Parsons’ employees and contractor supervisors have been issued a current copy of the PSHEP before commencing field activities.
• Assist with verifying that Parsons employees, contractors, and stakeholders have completed and documented required SH&E awareness, compliance and specialty training (e.g., fall protection, energy isolation/hazardous energy control, confined space entry, hazard communication, use of personal protective equipment) and have the necessary qualifications, certifications, competencies, and medical clearances needed to perform their work.
• Develop and assist with conducting SH&E orientation sessions for project stakeholders prior to allowing them to enter project work areas.
• Verify that the project complies with the requirements of the PSHEP and applicable contractor SSHEPs.
• Coordinate emergency responses (or ensure that emergency response roles are assigned) and ensure that emergency action drills are conducted.
• Post information and SH&E jobsite posters as required at the established sites.
• Verify that safety meetings are conducted and documented throughout the course of the project (as tasks, hazards, or risks change).
• Verify that project SH&E forms and permits are being used as outlined in the PSHEP.
• Perform assessments of contractor SH&E practices in accordance with the PSHEP, and verify that project self - assessments, inspection checklists, and engagement/observation protocols are being thoroughly completed by Parsons team members.
• Verify that the project files available to site personnel include copies of the executed contracts, training and medical monitoring records, and site-specific SH&E procedures prior to the start of contractor’s field operations.
• Verify availability, training, and use of appropriate personal protective equipment (PPE).
• Assist with conducting SH&E pre-work briefings for Parsons team members and contractor supervisors.
• Notify the operational chain of command and the SH&E Director (or delegate) of SH&E incidents and near misses. Track the progress and recovery of any injured or ill employees.
• Assist managers and supervisors in conducting incident investigations.
• Maintain SH&E records and documentation.
• Facilitate client or regulatory inspections, including accompanying inspectors and providing all necessary documentation and follow-up.
• Participate in periodic corporate and project SH&E audits

PROJECT:
Al Mana Tower (B6+Ground Floor +56 Floor), Corniche Road, Al Dafna, Doha State of Qatar.

Responsibilities:
• Report directly to Sr. Project Manager.
• Prepared, Established, maintained and implemented the HSE Plan and ensured its follow-up.
• Prepared emergency procedures including evacuation routes and places as well as safety procedures.
• Conducting Mock Drill at the beginning of the project and every 6 months intervals thereafter to measure the effectiveness of emergency evacuation procedures.
• Reviewed HSE management procedures for compliance and to cater for all risks included in hazard analysis such as rescue from heights with standard requirements as well as client HSE manual.
• Coordinated with other department managers to obtained information about activities to be performed to enable planning requiring safety measures.
• Prepared reports for submission to Consultant/Engineer of all reporting system required by the contract.
• Established safety training programs and conducted safety training including toolbox talks.
• Attended weekly safety walkthrough and meetings with Consultant/Engineer and subcontractor’s safety meetings.

Responsibilities:
• Report directly to Project Manager/Senior Resident Engineer
• Responsible for the Health and Safety of the Project team ensuring that Parsons and the projects HSE policies and procedures are fully implemented at each phase of the project by all project staff and by contractors under the supervision of the Consultant
• Prepares Heath, Safety and Environment plans & procedures.
• Review all HSE Plan/Procedures & method statements submitted by contractors for project areas assigned
• Monitor the construction activities against the requirements of the project’s health, safety & environment plan, Client HSSE Guidelines & Qatar regulatory requirements.
• Monitors the preparation of method statements by the contractors and their approval by the site supervision team
• Monitors the provision by the consultant and contractor of personal protective equipment
• Monitor the provision by the contractor of health and safety inductions, briefings and toolbox talks.
• Monitors the provision by the Contractor’s off-site safety signage and notice boards.
• Monitors the provision of the Contractor’s off-site security measures.
• Reports on the Contractor’s failure to comply with the requirements of the health, safety and security management system and plan promptly and ensure that immediate and appropriate corrective actions are implemented.
• Issues of health, safety and security incident reports and register every week and when urgent action must be taken.
• Identifies trends in health, safety and security non-compliances and proactively identify with the contractor measures to stop the trends.
• Prepares and submit final reports on health, safety and environment management and include as part of the handover deliverables.
• Reviews contractors on bid list with regard to safety performance, qualifications and programs.
• Conducts safety audits through review and analysis of the performance of safety records and safety inspections of various offices and construction projects in compliance with Parsons SHARP Management System and the project HSE Plan.

• Educating new students to appear in the exam of Diploma in Industrial Safety Management and advising them on any safety related matters.
• Providing regular theory classes & physical training i.e. Basic Rigging & Slinging, Storage, Erection, Dismantling & alteration of Scaffolding, inspection of hand tools & power tools, vehicles inspection with the help of Mechanic using standard checklist in order to educate them & to appear in exams of Diploma in Industrial Safety Management.
• Educating them; how to prepare Emergency Evacuation Procedures and conducting Emergency Mock Drill for the effectiveness of the Mock Drill and recording/observing all positive and negative issues and preparing action plan to resolve negative/deficiencies observed during the Mock Drill.
• Educating them about the accident/incident reporting system, conducting investigation, preparing the report and to inform the operatives to avoid any future accident/incidents.
• Educating them; how to conduct the training i.e. HSE Induction Training for new operatives/workers, how to work in confined space, work permit system and job specific training i.e. how to use Oxy-Acetylene Torch Cutting, Working at height, how to use Personal Protective Equipments, How to inspect the Fire Fighting System i.e. Fire Extinguisher, Hose-reel etc.
• Educating them about the Risk Assessment & how to prepare a RISK ASSESSMENT (Hazards identification, who is at risk, what type of risk and action plan/preventive/control measures).

• Directly to Health Safety Report & Environment Director.
• Organizing, planning and implementing the Company Health, Safety & Environmental Policy and procedures.
• Monitoring the performance of all respective Safety officers.
• Mentoring new HSE staffs with the experienced HSE staff.
• Monitoring the effectiveness of the Company HSE Policies & Procedures using ACTIVE & RE-ACTIVE approach i.e. performing audits, inspections, site walk through, surveys, site complaints, accidents/incidents reports, compensations & claims, fine & prosecution and NCR/Non-conformance reports.
• Review of HSE Management Procedures for compliance and to cater for all risks included in hazard analysis e.g. rescue from heights with standard requirements as well as Client HSE Manual.
• Preparing Emergency Evacuation Procedures including evacuation routes & places and performing Mock Drill in the beginning of the project in order to measure the effectiveness of the Emergency Evacuation Procedures and every 6 months intervals thereafter and recording the entire positive and negative/deficiencies for further reference.
• Prepare Risk Assessment and submit to consultant/client for review and approval. After approval, implement the Risk Assessment & monitor thereafter.
• Coordinate with other department managers to obtain information about activities to be performed to enable planning requiring safety measures.
• Attend HSE Committee meeting and prepare action plan to resolve the issues with the consultation of management.
• Attend weekly Safety Walk / meeting with Client & Consultant and Subcontractor’s Safety Meetings.
• Advise on safety legislation and procedures.
• Establish Safety Training Programs, and conduct Safety Training by himself.
• Encouraging Site Supervisors/foremen to conduct Tool box Talks (TBT) and raising HSE related issues during the TBT meeting.
• Encouraging operatives/workers by organizing MOTIVATION SCHEME i.e. Safety Man of the Month, Safety Quiz, and Best Near-miss reported & issuing the appreciation certificate along with some gift item and telephone cards.
• Prepare all HSE related reports (weekly/monthly) for Submission to Consultant/Client according reporting system required by the contract.
• Control and verify the appropriateness and effectiveness of the provided safety equipment, facilities, training, and safety measures for Health, Safety & Environment related matters.
• Notify the senior site staff to remedy unsafe activities or work conditions, and if they do not comply, prohibit the use of the facilities until compliance is confirmed.
• Establish and direct an Incident Investigation Team when an incident occurs in consultation with the Construction Manager.
• Post and circulate information, to ensure that all accidents, incidents and near-misses are investigated, and on safety matters debated at meetings, and any recent incidents, their causes, and preventive measures.
• Ensure that all staff receive adequate Induction training & information with regard to Health & Safety aspects of their work prior to commencement of their duties.

• Carry out continuous Project sites inspections to ensure that only safe working methods are applied and that Health & Safety rules are being observed and make proper recording of such inspections for corrective action.
• Guide to all Work Permit Receivers in order to get work permit for the required job.
• Inspect all safety tools, appliances, equipment’s and ensure that they are adequately and properly maintained.
• Inspect the fire extinguishers expiry date and that it is deployed in easily accessible locations in line with project safety requirements.
• Inspect jointly with competent person all newly installed scaffolds and ensure they are safe and properly tagged.
• Carry out inspections jointly with competent person on erected scaffolding, install green tags on approved scaffolds, and carry out weekly inspections.
• Ensure that good housekeeping is maintained throughout the period of work in accordance with requirement of Health & Safety Plan.
• Regular inspection of lifting tackles and tools to ensure compliance of color coding scheme, and removal from the site of defective ones.
• Regular inspection in project site construction area to ensure provision of First Aid kits available and readily to use in case of need arises.
• Coordinating with subcontractor’s safety inspectors to ensure implementation of H&S procedures and promoting awareness
