Project Assistant Field Monitoring WFP Project à Acted

responsible for monitoring the compliance of the process of delivery of services/commodities to beneficiaries (E-cards, food vouchers) by program teams, monitoring adequate performance of shops, and collecting beneficiary feedback through surveys and FGDs on aspects of program implementation on the field according to the methodologies and guidelines provided by ACTED and WFP, will be using pre-assigned tools and develop new where necessary.
1.1 Monitoring Distributions Process and stages:
1.2 Conduct field visits and monitor quality performance to areas where Distributions officers assigned for activities as beneficiary outreach, appeals and verification;
1.3 Collect beneficiary feedback on performance and process of beneficiary outreach and appeals and assistance provision quality and availability including hotline assistance through surveys and Focus Group discussions with beneficiaries;
1.4 Monitor distributions process on site and collect beneficiary feedback through quick-note closed question surveys at entrance and exit areas of distribution sites;
1.5 Conduct Post distributions monitoring through surveys and Focus Group discussions with beneficiaries.
1.6 Develop necessary tools/questionnaires for monitoring activities for each stage of activity under supervision of Team leader and Project Manager, coordination activities with AMEU members.
1.7 Collect and record findings of monitoring activities and beneficiary feedback and report them to Team leader on a regular basis. Report findings in provided reporting templates on a timely manner with accurate inputs and information.

2 Monitoring Shops designated for program activities:
2.1 Conduct field visits and monitor process and quality compliance with set standards:
2.1.1 Shop-keepers have established and keeping quality standards for commodity storage/price and quality control;
2.1.2 Shop-keepers showing positive/adequate relationship to beneficiaries
2.1.3 Shop-keepers verifying beneficiary identification/ownership for the vouchers/E-cards and quality of vouchers/E-cards (not counterfeit); 
2.1.4 Items being sold belong to approved list by Program;
2.1.5 Vouchers/E-card transactions are in compliance with standards and being documented properly by shopkeepers.
2.2 Monitor and collect beneficiary feedback on quality of service performance of shops by conducting surveys and focus group discussions with beneficiaries and community.
2.3 Assure and keep good established working environment with beneficiaries;
2.4 Consult beneficiaries and shop-keepers in the matter and questions raised related to assistance.

3 Reporting
3.1 Field Monitors have to record all findings of monitoring activities and beneficiary feedback (including complaints) and submit reports and recommendations to Team leader and Project Managers. 
3.2 Any finding or issue that needs to be flagged may it be related to program team performance, beneficiary satisfaction or shop-keeper behavior, should be reported to Team leader, Project managers and Area Coordinators in an immediate
Collection of receipts from shops contracted by WFP;
• WFP and non-WFP on site shops monitoring;
• Retail Price survey implementation;
• Beneficiaries satisfaction survey implementation;
• Focus Groups Discussions organization;
• Contributing to daily, weekly and monthly report development;
Upon request the CBOs Assessment Manager and Food Assistance Project Manager and following appropriate training and orientation the CBOs Assessment Field Monitor will be also required to support the Mobile Team in:

• E-cards stock management and distribution plan development 
• E-card distribution organization and implementation in line with SOPs and ACTED rules and regulation
• Ensure proper documentation and accuracy of the e-card distribution recording each e-card in the appropriate database
• Ensure appropriate and full information to e-card users regarding e-card functioning, reload and use
• CBOs volunteers coaching on e-cards distribution
