The main role as Mechanical engineer in construction projects is to supervise the technicians in handling all the HVAC works considering the safety and quality requirements.
The construction side read and studies HVAC plans (usually done by HVAC design engineer) and implements it in the site, and sometime does necessary actions whether to correct or to improve the design.
