 Prepare procurement plan and strategy in coordination with other disciplines.
 Conduct technical & commercial evaluation of contractors.
 Carry out pre-award activities and tender process from EOI through to
recommendation, including preparation of RFPs and dispatch to contractors which
include instructions, General contract conditions, special conditions, drawings, BOQ,
and other documents.
 Conduct the technical and financial evaluation of the offer provided by the
contractors.
 Negotiation with contractors to ensure the contractual terms and conditions are
complained with procurement policy.
 Draft the contracts and managing the contract administration process efficiently and
effectively.
 Ensure that the contractors perform their duties and responsibilities following the
contract and notifies them in case of violation.
 Study any value engineering opportunities and its impact on the project.
 Prepare the cost report and its impact on the project.
 Follow up interim payment certificates of contractors and make sure they are paid
according to the contract.

 Evaluate contractors & suppliers and update vendor list.
 Advise on suitable procurement method based on requirements.
 Negotiate technical and commercial conditions.
 Prepare contract documents in a clear manner to avoid any conflicts.
 Monitor the financial and contractual terms during the contract.
 Verify subcontractors and supplier payment.
 Coordinate with procurement manager to complete duties as needed.

Key Roles & Responsibilities;
• Review Technical Specs & BOQ to determine best sources.
• Invite subcontractors and suppliers to submit proposals in line with project requirement.
• Review offers to ensure compliance to project conditions & Budget.
• Negotiate the subcontractors and suppliers in a manner that leads to agreement and acceptance.
• Identify opportunities and lead efforts for cost reduction and increased efficiencies.
• Review the technical submittals to verify compliance to specs.
• Prepare LOI, Contracts and Po's.
• Monitoring and evaluating vendor performance to ensure the items' quality and delivery fulfill the terms.
• Support tender department to evaluate new opportunities.
