- Manage the development of procurement strategies, business plans, budgets and resources in accordance with ARASCO’s overall strategy and direction
- Oversee the development of adequate policies, procedures and processes for the procurement function to maintain efficient operational excellence in order to achieve ARASCO’s overall strategic objectives
- Articulate mission, vision, and objectives for the procurement in line with ARASCO’s overall business plans and strategic objectives
- Lead strategic procurement and contract management service delivery to SBU’s and service areas, ensuring compliancy and recommending the most effective procurement routes
- Lead the development of the Procurement Technology solution for ARASCO centralized Procurement
- Liaise with SBU’s to develop a 12-month procurement plan and ensure early procurement engagement in high profile/cost/risk activities
- Liaise with Legal on all contractual matters and to anticipate potential issues, risks and resolving
- Provide general operational direction regarding the various aspects and activities of the procurement function
- Approve procurement agreements/contracts signed between ARASCO and suppliers
- Approve purchase orders and authorize relevant invoices in coordination with Finance Function and in accordance to MAS
- Represent ARASCO with external entities such as suppliers, services providers, consultants, and
- government authorities
- Direct major suppliers negotiation and contracts finalization process
- Responsible for continuous improvement activities in procurement functions both internally and externally
- Manage team workloads, planning of procurement projects and oversee tender
- Lead and coach team and ensure staff development
- Identify collaborative opportunities externally and develop successful relationships
- Research procurement routes for a variety of market sectors and niche requirements and carry out benchmarking exercises to ensure the most efficient delivery of supply
- Advise service areas of contract management best practice and encourage and help develop the inclusion in tender documents of robust performance measures, KPIs and management
- Lead procurement departments/personnel to meet the established performance targets including savings, procurement KPIs and other goals
- Monitor the adherence of Procurement function employees to ARASCO’s guidelines, policies and procedures
- Keep fully up to date on KSA procurement regulations, translating and applying these rules

- Facilitate the process of contracting procurement personnel to collect the necessary documents such as L/C, Certificate of Origin, Bill of Lading for clearance, exemptions, and related government processes
- Assign support duties and activities, such as clearance and exemptions, to the concerned teams according to their priorities
- Respond to inquiries about ARASCO procurement operations and provide information related to government procedures and requirement
- Manage and lead teams representing ARASCO in all government related activities
- Oversee all activities pertaining to ARASCO procurement dealing with government requirements
- Act as the subject matter expert about KSA government regulations and policies that have an effect on ARASCO procurement operations
- Communicate new policies, code of conduct, and initiatives as directed by CPO
- Approve all documentations and communications exchanged between ARASCO and government authorities to ensure a successful procurement support
- Lead negotiation for transportation and clearance agencies awarding and contracting, as needed
- Ensure timely and proper fulfillment of government formalities and documentations to facilitate the procurement support activities
- Review and resolve any escalated issues with regards to government relations as per ARASCO procurement policies and guidelines
