• Provide supervision and leadership to estimating team, including hiring, training, supervising, mentoring and proactive performance management of the estimation department.
• Review of bids’ estimates. Recommends contingency levels. Participates in management reviews. Allocates proposals’ estimates.
• Responsible for cost estimates for bids as well as major change orders for all projects. Ensure that the processes and the systems followed for estimating are consistent and sound across all projects.
• Ensure that estimates are free of errors, omissions and hidden contingencies, produced in a timely manner and consistent with the “Bid-Win & Capture Strategy”.
• Ensure that all bid pricing is correct, complete, compliant and submitted on schedule.
• Provide accurate benchmarking information for bid analysis objectives through retaining and maintaining current and past bid statistics to ensure competitiveness and consistency for future bids.
• Assist in winning additional work at agreed margins of profit, with all risks identified and quantified in accordance with stated procedures.
• Encourage technical and commercial innovation and supports the development of the Project Executive Plan in conjunction with the Proposal Manager.
• Review past projects, analyze cost, man-hour content and other key aspects to assist management in making sound strategic and business decision for future bids.
• Contribute to strategic planning initiatives and the continued development of estimating methods and accuracy.
• Participate in the development of capture strategies for targeted projects. Implement capture plan strategies and preliminary execution plan plus the customer’s tender documents to deliver competitive prices to customers.
• Monitor and maintains department budgets and ensure compliance with company policies & procedures and that market leading estimating practices are employed.
• Contributes to the project risk/opportunity management process and reviews.
• Ensure project data is updated for prospective work.
• Interact with functional heads to determine capability and competitiveness.
• Ensure that management is provided all necessary estimate and price data to enable appropriate decisions to be made. Engages all disciplines into the work winning process.
• Prepare / review contracts before signing
• Explain work complicity to higher management.
• Analyze work performance to obtain actual cost of all work activities.
• Prepare Estimation, pricing and studies for job offers and quotations (especially for PEB projects).
• Supervising constructions at site and follow up Clients/Consultants requirements and propose solutions for site discrepancies.
• Hand over completed jobs to clients/consultants.
• Contact clients/consultants/subcontractors for missing information/approval for jobs in hand.
• Project Managements and follow-up for jobs in hand.
• Design of steel structures/ connections (if required) of jobs in hand.
• Provide Training /Checking of junior detailers work in technical department.
• Developing the use of 3D steel programs such as StruCad/X-steel for Metafco technical department.
• Developing CNC data entry section in technical department..
• Writing visual basic codes for simple utility programs improving technical department productivity.
• Implementation of Documentation System.
• Analyze material consumption and order steel stocks.
• Give technical advices and recommendations for the nonconformance reports.
• Training/Review and checking Design calculations for junior designers.
• Supervising constructions at site and follow up Clients/Consultants requirements and propose solutions for site discrepancies.
• Hand over completed jobs to clients/consultants.
• Contact clients/consultants/subcontractors for missing information/approval for jobs in hand.
