Effectively manage and achieve the assigned project objectives, to ensure that corporation’s multi discipline engineering projects are executed in accordance with the appropriate engineering, safety and environmental standards within specification, time and cost.
Review and provide inputs to project related standards, procedures and guidelines.
Approve and review technical aspects of bids from consulting engineering companies and construction contractors and endorse the technical bid evaluation report.
Perform the duties and responsibilities for engineering projects. These include technical activities associated with design of buildings for oil & gas facilities, commercial, industrial, educational, recreational and residential buildings for QP and other governmental organisations.
Review project initiation notes (PIN) and statements of requirements (SOR) to assess their suitability for implementation to ensure cost effective fit-for-purpose.
Develop and produce alternative technical solutions to meet the end user’s objectives in line with corporate requirements.
Coordinate Value Engineering and Constructability Reviews.
Execute studies and engineering designs to develop scopes of work (SOW) for tender. Prepare the basis of design (BOD), select appropriate technology, philosophies, essential standards, facility safeguarding, safety and environmental and ensure integration to existing facilities, constructability, operability and lifecycle cost.
Review and approve detailed design and documentation related to material submittal, procurement, fabrication, testing, installation and commissioning activities of project.
Review and approve pre-commissioning, commissioning and start-up procedures and operating and maintenance manuals.
Develop project execution plans considering design, construction criteria and procurement strategies.
Manage FEED / ECS / EPIC design and construction contracts and coordinate their activities.
Visit work site to establish existing condition. Prepare scope of work for a third party to carry out detailed site survey.
Prepare the technical parameters to enable the development of project cost estimates in conjunction with planning department.
Identify to the management and the discipline engineering time and resource requirements for all current and planned design projects.
Undertake factory acceptance tests (FAT) to ensure that major equipment meets the design requirement, and complies with QP specifications. Endorse final audit and approves the FAT report.
Co-ordinate the design activities of a multi-discipline team assigned to a project during a statement of requirements (SOR) review process, development of scopes of work (SOW) and tender preparation and evaluation.
Review and verify proposed technical deviations submitted by consultants and contractors against approved International codes, guidelines, design engineering practices and standards.
Contribute to the updating of discipline engineering standards, specifications and corporate philosophies.
Manage document management, correspondence, transmittals and drawings.
Coordinate technical queries received during tendering stage.
Participate in the ongoing training and development of national employees assigned to the project.
Up-to-date of relevant advanced development technologies. This includes participating, attending and representing the company in conferences, seminars, project management institute meetings and trade shows to identify new methodologies and technologies of interest to the company.
Deputises the line manager when required.
