Procurement Specialist
• Manage the procurement of the assigned category of materials required for ongoing projects for development, construction and maintenance of roads in Zambia.
• Develop procurement strategies and plans based on the annual plan of the agency to assure availability of all materials on time meeting cost, quality and specification objectives.
• Lead a team and manage the end-to-end procurement process from collating of requirements, development of tender papers, issue of enquiries/RFQ, receipt and technical and commercial evaluation of bids and recommending procurement action to the management.
• Participate in negotiations with shortlisted vendors to finalize the best prices and terms assuring achievement of cost saving targets while delivering materials as per requirements.
• Monitor vendor performance against orders, expedite deliveries as needed, coordinate receipt and accounting of materials and process vendor invoices for payment.
• Prepare all contractual documents including tender documents and contracts and coordinate with the legal department ensuring compliance with requirements.
• Participate in development of vendors for various material categories and organize periodic performance appraisals to ensure continued health of the vendor base.
