2- Procurement management.
A. Tenders and contracts management. especially for high value tenders valued of 50, 000.00 JOD and above Ex: Construction, well drilling, preferred supplier agreements, vehicles purchase, PWD rehabilitation services, educational items, furniture, medical equipment (Non drugs items)…………
B. Provide monthly reports and progress reports as required.
C. Planning, developing and managing all procurement and contractual aspects of projects related to procurement of diverse, services and supplies.
D. Checking programs requests for items and services, the accuracy of the items description and specifications, services scope of work and over all the time frame for delivery.
E. Developing bid documentation (such as RFPs and tender documents), including scopes of work, specifications, evaluation criteria and performance indicators.
F. Start the procedures of collecting offers according to Purchase Request "PR" value.
G. Make sure we did receive the offers according to MC procurement manual and procedures.
H. Evaluate the offers with the requesting program team according to value of money
I. Negotiate the offers if needed to obtain the best value of money.
J. Prepare selection memorandum for the solicited vendor / s.
K. Coordinates with the Finance Department to make sure that all procurement documentation is completed and accurate as the policy and procedures.
L. Procced with the awarding and signing the needed documentation by both parties
M. Coordinate with the programs team on delivery of items including completion of Goods Received Notes, storage of items and transfer of items to field sites
N. Ensure that all the vendors receive their payment on time
O. Maintain a suppliers list that is reachable and useful to the concerned staff
P. Managing procurement filing system.
Q. Orient all Mercy Corps employees to Procurement procedures.
R. Process preferred supplier agreements upon the overall need for all programs, Ex: Stationery, Heating Fuel, Vehicles rental, engineering consultants, Well drilling contractors, Play Ground Equipment’s……..
3- Vehicle management
A. Provide operational and logistical support to all programs fleet activities.
B. Manage the fleet and develop transportation plans.
C. Supervising a staff of three drivers / Logistics assistance.
D. Plan the preventive maintenance for the fleet in coordination with the programs teams need’s to avoid lack of sufficient number of vehicles for field trips.
E. follow the vehicles movement, and insure the vehicles are back to office on time
F. To coordinate with the authorities in case of an accidents and assure that there is no casualty among the staff and the other vehicle / s, and act accordingly.
G. Do a physical check on the vehicles on daily and weekly basis, to assure the vehicles are full maintained and in operational condition, and there are no any dents on the body and the undercarriage in good condition.
H. Follow the vehicles registration and insurance to be renewed in timely manner.
I. Orient all Mercy Corps employees to fleet procedures.
4- Asset management.
A. Keep track of field and office assets and maintain them according to donors’ regulations.
B. Generate assets reports upon request per donor or / per individual.
C. Do the required maintenance, preventive and upon need.
5- Facilities management.
A. Lease the requested facilities for Mercy Corps offices and international staff.
B. Follow the lease agreements renew dates and termination on time.
C. Facilities maintenance.
D. Make sure to receive the utility’s invoices and to be paid on time.
E. Make sure to have sufficient heating system fuel in all facilities.
F. Make sure that the lease agreement conditions are applied by Mercy Corps and the leaser
