Cost control engineer at Alamein new city mega projects in Egypt

Responsible for budgeting, planning and cost control

Working as COST CONTROL MANAGER for King Abdulla Project for Security Facilities - Phase 4.

Project Budget is over 2, 800 M SR
Comprises of the followings:
• Security command buildings
• Sports centers
• Dormitories buildings

Project located in different five cities within Saudi Arabia (Riyadh - Khobar - Jeddah - Tabuk - Arrar) in each city a unique sub_project according to client requires.

The main responsibility is to manage and report to CEO periodical report for all the above mentioned sites to indicate actual cost against what planned in the previous period and the effect of such cost on the project margin in order to take either required or necessary action as a recovery plan.

This recovery plan is being managed by the following:

• Supervise and manage of issuance of Quarter Cost to Complete Report, this is based on actual expenditures, and forecasting cost for the remaining duration of the project.
• Gathering required information by coordinate with different company's department like procurement, financial, Q.S, PMV, payroll and depreciation, those information reflected on cost to complete report.
• Review and insure that allocation process implemented by cost controllers are properly done on system in order to reflect approximate realistic actual cost and therefore cost to complete determination, also re-allocation process done for those who mess allocated by any party.
• After finalizing of Quarter Cost to Complete Report, a revised budget was uploaded on system (ORACLE SYSTEM) corresponding to what being calculated to strictly hold the approved margin of the project in order to issue all related expenditures for the remaining duration of the project like P.Os, petty cashes, staff salaries (In case of exceeding actual cost than what indicated on system, budget amendment implemented in order to get CEO approvals before uploaded on system again)
• Make recommendations based on project circumstances to enhance profit as well minimize any loss incurred.
• Prepare and issue of monthly unbilled report, this report reflect the variance between what should be billed based on actual cost and actual billing up to date, this report was classified into unbilled categories in order to mention the reasons of unbilling.
• Provide any required report related to project expenditures like the followings:
o Saving Report: Any possible saving or loss may incur during execution process.
o Monthly S/C status: The status of S/C payments (Planned vs. Actual) based on each S/C progress.
o PR/PO report: to reflect the status of purchased materials.
o Productivity Report: to reflect the production rates of direct manpower.
o PMV Report: to reflect the production status of rented PMV or company’s PMV

Working as Cost Control Area Manager in Medina Munawara City, responsible for controlling and reporting the commercial status for all running projects in Medina which are:

• Taiba University Infrastructure Project Total Project Budget: 377 M SAR
• Taiba University Medical College Project Total Project Budget: 300 M SAR
• National Guard Housing Project Total Project Budget: 1, 150 M SAR

Above mentioned projects have been commercially controlled by implemented the following:
• Monthly assign and allocate infinite cost transactions provided by financial department, such procedure executed either for direct or indirect work packages based on CSI Divisions.
• Determine monthly committed cost of each individual project for purchased orders, subcontractors certificates and wages payroll
• Determine percentages of completions for all work packages in order to calculate the overall project percentage complete and correspondence budget allowance.
• Determine overall project CPI, direct CPI, indirect CPI, all inclusive potential mark-ups at completion, estimate cost to complete and estimate cost at completion and all related project curves and histograms that show individual project current and historical status as well summary for all area projects.

Working as Sr. Planning & Cost Control Engineer as client representative in Pfizer Oral Dosage Facility Project located in Saudi Arabia at King Abdul-Aziz Economic City (Jeddah), total estimated project budget 165.6 million Saudi Riyal including:

Production Building Utility Building
Administration Building Warehouse Building
Infrastructure for the factory process Ancillary Buildings

Job Responsibilities included:
• Prepare Monthly Cost Commitment report for Construction works by the Main Contractor with budgeted values of 110 million Saudi riyals, this report submitted directly to the client in order to assist preparing the F/C cost report for the construction works executed by the client representative.
• Prepare the Overall Project cost report to indicate the overall project estimated cost for all project phases including but not limited design and engineering, project management, site supervision, construction, process equipment purchased by the client, purified water process costs, such report Assist the client to assign sufficient cash flow during execution of the project for a specific periods as well for the remaining period until handing over the project.
• Prepare the Monthly Progress report in order to properly monitoring all various activities executed either by the project’s main contractor or consultants or any other party of the project.
• Review and approve variation orders (if any) submitted by the contractor, monthly payment certificates submitted by all parties (Contractors & Consultants).
• Control of all documentation process.
• Assist the project’s main contractor to properly develop applicable project baseline schedule for proper monitoring of engineering, procurement, construction and testing and commissioning activities on site by:
o Review and approve all project activity durations
o Review and approve all project milestones activities
o Ensure that the BL schedule did not include any open end activities
o Review and Approve the critical path along with longest path of the project
o Review and Approve all relations and lags between activities in order to avoid any out of sequence might incur during updates.
o Ensure that the project activities assigned by resources mainly Qty’s, Man-hours, Materials and Pricing values of contract B.O.Q
o Ensure that all B.O.Q items are covered in the BL schedule.
• Attend all weekly and monthly meetings to record all main points of discussions during those meetings.

Working as Sr. Cost Control Engineer in Sharm El. Sheikh Resort Project, total estimated project budget 79.5 million US$ (Phase I) include:

Power Plant Station Administration Buildings
Staff Housing Accommodation
Infrastructures

Job responsibilities include:
• Prepare Monthly Cost Report by determined the Budget at Forecast Qty’s, Forecast Cost @ forecast Qty’s, Percentages of completion for various project work packages classified either under direct or indirect work packages and the resulted to date budget allowances, such report will assist the top management to take a critical discussions during progress of works as well help the discipline engineers for a good monitoring of the resources (Manpower, Materials, PMV, ….etc) during execution of works.
• Indicating the Productivity Rate for various project’s tasks and work packages in order to monitor and control of the resources.
• Responsible for the cost codes allocation for various material invoices, petty cash invoices man-hours, PMV equipments, S/C invoices, and working staff salaries, any other cost expenses according to the project budget as well estimation system applied.
• Responsible for review the RFA status for the Cost plus Projects.
• Assist in preparing Monthly Progress Report, Invitation to Tender Reports.
• Control of Project Resources (Staff, Labor, PMV, S/C, Loc. Materials, Imp. Materials, General Consumables) in order to increase the profit with respect to income (Such Responsibility should be available under full permission of the Project Manager)

Working Sr. Planning & Cost Control Engineer in Golden Pyramids Plaza project which is a pioneer project in Middle East area, total estimated budget about 800 million US$ and more than 85 tender and 300 purchase order include:

Intercontinental Hotel (700 guestroom), Meridian Hotel (170 Guestroom)
Holiday Inn Hotel 520 guestroom Commercial center 40, 0000 m2
Parking areas 44, 0000 m2 Residential buildings

Job responsibilities included:
• Review / approve contractor’s work programs submissions
• Advise and assist the contractor in the development of the work programs.
• Record and report the actual progress of the work versus the planned work
• Ability to generate critical milestones for the construction stage for inclusion in tender documents through detailed discussions with the Design Manager, evaluation of interfaces between buildings/infrastructure.
• Preparing of the weekly & monthly progress report submitted to the client in order to record the execution of project activities, construction highlights, critical activities, procurement status, area of concern and corrective action, project phase’s time & cost histograms to assist the high level management to take critical decisions.
• Analyzes the Contractor’s Time Claim submission in order to investigate and ensure of any reimbursement available due to any time extension of the project.

•Working as Planning & Cost Control Engineer in Al Khafji Crude Onshore Production Facilities Project with the Scope of Work of Engineering, Procurement and Construction. (EPC Project)
113, 371, 000.00 American dollars project budget, the main work purposes comprises of Procurement transportation, Engineering design, Construction and Commissioning of the Pre-settling Facilities, Loading Facilities, Metering Stations, New Switch Gear House and Facilities, Re-claiming System, Water treatment Facilities and all work necessary to provide the client with complete and operable facilities

Job responsibilities included:
• Review target Planning and Scheduling (P&S) manpower loading with Controls Manager, produce regular re-forecasts of P&S staffing Prepare the annual budget and monitor adherence to the same.
• Prepare all scheduling input to Monthly Progress Report Ensure proper installation of all schedule related PM+ modules in conjunction with Systems Coordinator
• Develop all schedule related coding structures including activities, resources, and sort fields
• Appoint direct reports and assign job responsibilities and smart adjectives in order to achieve company goals
• Establish the Project Monitoring System and related measurement tables for different phases & disciplines to properly accomplish the followings:

 Established the Man-hours, Manpower histograms and S-Curves for different project’s phases in order to assist the top management for critical decisions.
 Review and finalizing the Purchase Orders for different procurement materials.
 Checked out and released the vendors or subcontractors invoices.
 Prepare a new revision of the schedule for the case of time extension of the project.
 Prepare the Weekly & Monthly Productivity Report for the Quantities & Man-hours to Calculate (CPI) of the Project.

• Study any design opportunities for any available alternation may save cost and time.
• Attend all Technical and coordination meeting with owner representative.
• Prepare any revised document due to any modification in scope of work or design.
• Prepare all variation order and claims for extension of time for completion.
• Prepare monthly certificate payment claimed by contractor due to percentage of progress completion.
• Prepare monthly certificate material on site payment & Check up the material quantities and performance in the Contractor's storehouses.
• Finalizing all Final Measurements for Mechanical Works (HVAC, Plumbing & Fire Protection) and issuing the TOC
• Project Coordinator for a Smoke Exhaust System and mainly responsible:-
o Representing Control / Contract groups in progress meetings.
o Insure that the information transferred for all discipline in proper time and manner
o Follow up action required by contracts / control / FF&E groups.
o Ensure that the project target time / cost / contractual obligations
• Inspect the Claim submitted by the Contractor (CCCO) and all contemporary records by:-
o Investigate and analyze each case stated within the claim technically and contractually.
o Check further contemporary records that may support the analysis for cases under claim and introduce any missing references.
o Develop and appropriate approach for the analysis for each case under study.
o Implement a time slice analysis using primavera program to indicate any delay incurred that may affect the project completion date and budget.

Prepare the Feasibility study for several project, Coordination of procurement, logistic and execution deportment and supervise the finishing processes of such projects.
