SACC is a major diversified business that includes airline catering, airport lounges, airport retail and a commercial laundry division. They own and operate multiple assets across SAR.
I was promoted to this role with an expanded remit from my previous role which was focused on construction procurement and delivery. I am accountable for leading a team of five engineers to plan and manage construction procurement, oversee project execution, and additionally plan and manage major procurement processes for diverse services.
o Leading and directing the team of engineers to deliver all major procurement processes for construction projects and contracted business services. Ensuring the team achieve their KPIs and providing training to increase performance.
o Engaging with business stakeholders to clarify project requirements for new construction and refurbishment projects. Developing the scope of works, budgets and procurement strategies to deliver projects.
o Preparing the Request for Proposal (RFP) to procure designers, completing a technical and commercial evaluation of bids to negotiate and award contracts.
o Managing designers through the design phase, providing technical input into the design and leading value-engineering exercises to deliver business goals within budget.
o Preparing tender documentation including specifications, design, schedules and BOQs to procure contractors and consultants, evaluating contracts with the legal team and analysing tender responses to award construction contracts.
o Managing contractors through the execution phase or working with the PMC with accountability for ensuring business goals and milestones are achieved. Monitoring projects from a technical and commercial perspective.
o Managing major business procurement processes outside of construction, from the initial development of the procurement strategy through to contract award in accordance with business policy and procedures.
o Managing the relationship between business stakeholders and suppliers, negotiating preferential outcomes.
o Part of the legal committee working as part of a panel to review all contracts and agreements to identify risks and negotiation strategies to protect business interests.
I was accountable for the technical audit of projects to review project management and contractual processes to investigate project issues, fraud, and monitor technical and commercial compliance. Duties included:
o Reviewing all subcontractor processes including tendering, execution, contracts, and payments. Evaluating subcontracts of on-going and finished projects to ensure compliance of construction with contracted agreements.
o Performing internal audits to determine the adequacy and effectiveness of work procedures and providing follow-up to recommend remediation strategies and ensure that corrective action is taken.
o Preparing periodic studies and inspections to ensure projects were being delivered effectively and to identify and/or prevent any fraudulent activity.
o Making investigations for a defect situation that might happen during the construction period with all the related technical and financial studies. Providing recommendations for liability and process changes to prevent recurrent issues.
o Preparing reports for the regional audit manager and the independent committee detailing issues, liable parties, and recommendations.

I was the zone manager accountable for planning and managing infrastructure works for the new Jeddah Airport. Responsibilities included:
o Leading a team of engineers, site supervisors, labourers and subcontractors to complete complex infrastructure works. Preparing schedules and planning and allocating resources, logistics and equipment to achieve project milestones.
o Managing the program and budget, identifying ways to improve project performance and productivity. Completing estimates and coordinating materials to meet the construction schedule.
o Monitoring site safety and ensuring compliance with safety plans, completing risk assessments of tasks to ensure safe work methods.
o Resolving construction issues and coordinating with consultants to resolve complex technical challenges. Coordinating with other trades to coordinate interface works to achieve overall project goals.
o Supervising quality control, inspecting construction completed on-site to ensure it meets specification and quality standards.
o Preparing all submittals including daily reports, progress plans etc. Analyzing survey reports, maps, drawings, aerial photography, and other test results.
Key Project: Airport of Jeddah (KAIA). The scope included infrastructure works on the Aprons and Load Centre. Work included excavation and the construction of underground chambers for dry and wet utilities.
I started as a site engineer accountable for managing the construction of the quay wall. After high performance managing this scope, my responsibilities increased to include major infrastructure works reporting directly to the project manager. Duties included:
o Reviewing project design and specification to prepare method statements to execute construction safely and efficiently.
o Planning and coordinating resources, equipment and materials to achieve the project schedule on a daily and weekly basis. Monitoring performance and optimising the planning of resources to achieve project milestones.
o Coordinating engineers, site supervisors and contractors to complete construction activities, supporting the resolution of issues on site and engaging with consultants as required.
o Undertaking site inspections and quality inspections on work sections to ensure compliance with quality and specification. Gathering data to prepare progress reports.
o Participating in safety coordination and implementation to drive a safe work site.
o Following up the final snag list and managing the close-out to handover to the client representative.
Key Project & Achievements:
Beirut Harbor Enlargement - Extension Quay 16 and Container Terminal with a Lebanese Danish Joint Venture.
o Responsible for the construction of a 500 m quay on piles along the project border. This package was scheduled for eight months of construction and I completed it in five months.
o After this success, my scope expanded to include concrete works, infrastructure, electrical substations, and pavement works, constructed on reclaimed land.
