SUMMARY:
To initiate, plan, execute, monitor & control and close out the shutdowns in various plants of GASCO. Experience of more than 18 shutdowns with ~2 Million manhours.
DETAILS:
To develop the turnaround tender documents, technical evaluation criterion and bills of quantities for annual and long term shutdown contracts. Coordination with Supply chain management to carry out all the required processes including cost estimation, manhours estimation, preliminary planning, technical evaluation and response to bidders to ensure the timely award of contract.
To develop the annual and five years long term shutdown budgets and monitor closely to ensure the cost effectiveness.
To efficiently implement the shutdown management system ensuring the preparation and monitoring of all required deliverables including plan to plan, milestone charts and dashboards.
To prepare the shutdown job lists based on the work orders extracted from computerized maintenance management system, Maximo.
To prepare a fully integrated shutdown master schedule & monitor the same during execution phase.
To review the contractor shutdown schedule and ensure that the schedule covers the scope of work and equipment turnover plan is confirming to the operation release plan.
To analyze contract details and ensure contractor has developed and implemented detailed procedures, which includes the HSE requirements associated with the contract.
To monitor, control and record any scope change authorizations by performing integrated change control.
To coordinate with all relevant departments such as HSE, inspection, operations and maintenance in order to facilitate the successful execution of the shutdown.
To liaise with contractors to facilitate kick-off meeting, shutdown preparation review meetings and daily shutdown progress review meetings.
To closely coordinate with shutdown engineer to ensure that logistics arrangements and resource mobilization/ demobilization is confirming to the shutdown schedule.
To analyze requirement of specialty equipment/tools etc for smooth execution of shutdown activities and liaise with relevant department in advance to ensure timely availability of resources.
To prepare statistical reports to monitor the work progress and materials availability in order to timely recommend the necessary actions.
To prepare daily shutdown progress reports integrating the progress of individual sections and timely highlight any delayed activities and/ or areas of concerns.
To develop, refine and implement shutdown section procedures, forms & objectives and manage the internal/ external audits.
To review the contractor invoices, prepare release orders and perform turnaround close-out including provisional acceptance certificate, final payments, lessons learned sessions and close out reports.
SUMMARY:
To initiate, budget, plan, execute, monitor & Control and close out various projects and shutdowns efficiently inline with Mission & Vision of the organization.
DETAILS:
Review and evaluate the contract in terms of scope of work, obligations to the client, schedules, possible areas of concerns and necessary action plans.
Preparation of detailed integrated Level IV Plan using Primavera.
Estimate manpower, equipments, spares, materials and identify any long lead items or works beyond in-house capabilities in consultation with maintenance engineers/ area engineers and respective section heads.
Responsible for preparing Rev.1 Budget after detailed study of Rev. 0 budget and prepare latest forecasts of budgets and cost analysis on regular basis.
Responsible for reviewing schedule matters, coordinating with field Discipline Engineers for practical remedial measures in timely manner.
Responsible for defining the Job Responsibilities of each craft down the line before execution of the work.
Costing and Estimation of Additional jobs (extra works).
Responsible to raise the requirements of Maintenance items and operational Consumables and tools and ensure the presence of required resource at workplace before the Execution of work.
Interface with procurement to review the status of procurement activities and take corrective action as needed.
Monitoring the spares/materials purchasing and delivery schedule.
Responsible for preparing case studies, recovery plans, backlog reports, manpower utilization reports, project progress presentations, project close out reports and post shutdown reports.
Updating the Higher-level Management presenting daily, weekly and monthly progress reports.
Interface with site and resolve site queries in terms of material not received, non conformance reports and drawings etc.
Frequent site visits to ensure the physical progress monitoring.
Close coordination with sub-contractors planning staff for preparation of detailed execution schedule, resource analysis & monitoring and highlighting the actions required for meeting the overall schedule.
Preparation of Technical and Commercial Bids for different Turnarounds and projects.
