The Ruwais Refinery has a total plant capacity of 420, 000 BPSD being condensate processing with associated downstream facilities. The site employs approx. 4000 staff with a further 5000 working on site on projects and maintenance.

• Ensure full compliance of ADNOC REFINING CPs across the refinery.
• Carry out Gap Analysis of ADNOC REFINING HSE Control procedures to identify the gaps, prepare the action plan for the effective implementation, and specifically focus the areas in improving the Health & Safety performance of the company.
• Provide trainings and HSE awareness session on the requirements of ADNOC REFINING CPs to Senior Management and employees.
• Highlight and follow up safety issues in HSE Sub committee meetings and Main Committee meetings.
• Writing MEMOs to corporate safety and update the status of audit recommendations (ADNOC Audits, External Audit, HSE Validation Program and EIR (effective implementation recommendation) updates.
• Develop the Mock Drill scenarios and conduct Mock drill inside process units like Hydro Skimmer, Hydrocracker unit, Utilities, Gssoline, and Base Oil Unit.
• Co-ordinate for HAZOP meetings and prepare the HAZOP report.
• Conduct the HSE inspections in process units inside the Refinery.
• Participate in Mechanical walkthrough, PSSR for various Refinery units and give recommendation to the EPC & relevant contract holder department.
• Participate and evaluate proposals for committee for further submission to ADNOC HSE Excellence award.
• Participate in HIRA meetings and review the Risk Assessments for critical maintenance activities, and provide essential recommendation in line with HSE CP requirement.
• Prepare the reports for incident investigation and deliver the Lesson Learnt awareness across the refinery.
• Ensure the compliance o HSEMS Self-Assessment Program recommendations in ADNOC REFINING.
• Co-ordinate the turnaround / shutdown and preventive maintenance activities with other refinery departments.
• Review Turnaround TRAs and ensure implementations.
• Follow the training programs and provide trainings to nationals and Non-nationals (Expats).
• Review Scope of work, HSE plans of contractors and provide the comments as per ADNOC REFINING control HSE procedures requirements.
• Follow up Refinery Pending Safety Concerns, Near Miss investigations with other departments.
• Deliver the Lesson Learnt from previous incidents across the refinery on different forum.
• Prepare the Monthly HSE Bulletin and communicate to ADNOC REFINING employees.
• Follow up the MOCs (Management of Change) and expedite the items exclusively with respect to safety section.
• Participate in HSE Leadership visit of refinery process unit on need basis.
• Ensure LOTO compliance across the refinery and highlight the non-compliance.
• Ensure strict compliance of Permit to work in refinery and conduct PTW audits as per schedule.
• Participate in the annual HSE business plan for the refinery, set safety standards/KPIs, quality and safety management, and monitored progress of implementation against wider business plan.
• Follow up and close Managers morning meeting observations raised on HSED by management.
• Lead the contractor’s safety committee meetings for follow ups for safety concerns and forecast and further awards nominations.
• Participate quarterly based safety campaigns awareness session inside refinery premises and ADNOC housings.
• Conduct Safety campaign and provide safety talk to refinery employees and contractors at work site and maintain record.

• Ensure that HSE company policy, Procedures and Practices are implemented.
• Conducting risk assessment studies such as QRA, HAZOP, HAZID, PHA, PSSR and JSA implementing control measures.
• Liaison as necessary with Qatar Petroleum and relevant authorities, and assistance and cooperation concerning audits and remedial actions.
• Developing KPI, s to monitoring HSE performance.
• Developing & implementing safe working procedure of plant activities.
• Assists maintenance team in meeting HSE expectations and requirements.
• Participated in different level of Safety Committee Meetings.
• Develops an understanding of the process safety methodology.
• Evaluation of Near Miss, Incidents and Safety Suggestion for providing suitable recommendation.
• Maintain legal register related to HSE department according to local and federal authorities.
• Maintain the record fire fighting equipments (Fire extinguishers, sprinkler system, hydrant system, fire hose reel and fire pumps) and healthiness.
• Facilitates the third party in monitoring the various streams and outlets for Pollution Control on land, air and water in view to ensure that conditions and environment are maintained at the require standards.
• Maintain the record of Fire alarm control panel status of periodic inspections and raise defect alarms malfunction in SAP software.
• Monitors contractor compliance to applicable permit to work Systems for construction and pre-commissioning activities.
• Monitoring of field work activities to eliminate the Unsafe Practices and Conditions.
• Participate in routine and cyclic audit and inspection.
• Monitoring Quality aspects of material handling and transportation.
• Review scope of work of third part safety training organized in house.
• Developing and publishing incident Lessons learnt and safety alert, and to keep up operational staff about any safety alert raised by local Government.
• Implementing in organizational Safety Campaigns.
• Conducting emergency evacuation drill, and participation as observer in the emergency evacuation drill.
• Providing training to employees on Emergency situation & their response.
• Review of scaffolding plan, Contractor Safety Program and Hazard Identification Plan.
• Conducting training program as per requirement.
• Periodic safety inspection of the fuel storage area and ammonia storage tank, and chemical storage areas.
• Monitoring company waste management program.

• Ensure that the Client Approved Company HSE Plan should be implemented at site.
• Developing & reviewing of HSE MS documents (based on ISO 9001, ISO 14001:2004 & OHSAS 18001:1999).
• HSE Data analysis to identify the key issues, gaps and focus areas in improving the Health & Safety performance of the company.
• Implementation and follow-up of Behavior Base Safety programs (Leading Indicators) to control and prevent the Lagging Indicators.
• Recording and Investigation of Incidents and report preparation.
• Support and undertake incident investigation and auditing strategies to ensure complaint correction and performance improvement.
• Performs safety walk-through / inspections of facilities and work areas and submits findings with recommendations to improve work practices.
• Ensure Corrective action/pre-cautionary measures to be taken at site to achieve safe work progress.
• Preparation and Implementation of JSA’s and TRA for unique operation such as Pre-commissioning activities(Air Blowing, Water Flushing, Steam Blowing, Hydro testing, Blinding & De-blinding).
• Participated in COMAH (Control of major accident hazards) studies.
• Preparing Safety Flyers identifying immediate causes of serious incidents on- with detailed precautions for avoiding those incidents in future.
• Imparting in-house HSE trainings to line management, supervisory staff and workers.
• Arrange emergency evacuation drill for field areas and building.
• Conduct Safety Trainings of Mobile Crane and Basic Rigging Safety by third party.
