Scope: Portfolio-level project controls across a multi-project Transmission, Power Generation, and large-scale Infrastructure
Program spanning the Kingdom of Saudi Arabia — covering cost, schedule, risk, and change control governance for all active
projects
- Established and led a fully integrated project controls function across a diverse multi-project portfolio, defining
governance structures, controls procedures, reporting frameworks, and performance benchmarks aligned with client
requirements and international project controls standards.
- Directed the development and maintenance of portfolio-level Integrated Master Schedules (Levels 1-4) across all
active projects, ensuring consistent baseline management, critical path visibility, and accurate schedule forecasting
for each Program milestone.
- Implemented and governed Earned Value Management (EVM) across the full portfolio, producing actionable SPI and
CPI performance indices, variance analysis reports, and cost-at-completion forecasts for executive and client
reporting.
- Led portfolio-wide cost management activities including budget development, cash flow projections, cost control
monitoring, and variance tracking — maintaining financial performance visibility and flagging deviations with
recommended corrective strategies.
- Oversaw and reviewed contractor-submitted schedules and cost reports across all portfolio projects, assessing
compliance with contractual baselines and Program-level timelines, and driving corrective action where performance
gaps were identified.
- Managed structured change control processes across the portfolio, evaluating scope, cost, and schedule impacts of all
change requests, obtaining appropriate approvals, and maintaining baseline integrity throughout the Program
lifecycle.
- Maintained a live Portfolio Risk Register, conducting qualitative and quantitative risk assessments and leading risk
review workshops with multi-disciplinary project teams to proactively identify threats and opportunities across the
Program.
- Built and managed a multi-disciplinary project controls team; designed structured mentoring Programs, established
clear performance frameworks, and delivered knowledge-sharing initiatives to develop team capability and drive
consistent controls standards.
- Produced executive-level dashboards, monthly performance reports, and project status updates using Power BI and
PMIS tools, ensuring senior clients and Program leadership had timely, accurate, and concise controls intelligence.
- Drove digital transformation of project controls reporting — integrating Power BI dashboards with live project data
streams to automate performance tracking, reduce reporting cycle times, and enhance portfolio-level decision
making.
