Objective
Overall development responsibility for infrastructure development and planning. Perform the assigned tasks to carry out the infrastructure development process. Contribute in the development and implementation of the site-wide master plan under consideration and review the preliminary master plan to provide recommendations and suggestions from the viewpoint of infrastructure and utilities.
• Oversee the brief preparation for the relevant consultant/contractor, and the drafting of the tender documents, agreements and contract terms required in the process.
• Lead the selection and appointment of a suitable consultant/contractor through the tender process to prepare a detailed design of the infrastructure/utilities plan and ensure the consultant is briefed thoroughly on all details to enable quality work.
• Review all survey details (e.g. topography survey, aerial survey, etc.) prepared by the consultant/contractor and provide appropriate comments and recommendations to ensure all details as originally planned are incorporated in the plan.
• Oversee the progress of consultant/contractor’s work regularly through meetings to ensure the work is being carried out as per plan.
• Review the cost details submitted by the consultant/contractor in order to finalize the budget program for the infrastructure phase and ensure the overall design and budget plan support the original concept for the property.
• Oversee all tender issuance arrangements for the implementation of infrastructure/utilities plan and select the most suitable party for the construction work.
• Ensure the consultants have obtained the requisite permits from the relevant entities before the infrastructure/utilities plan is finalized and tenders issued.
• Monitor performance of infrastructure/utilities construction contractor to ensure quality of work is as required, follow-up on progress and keep track of payment schedules and cash flows.
• Make decisions on critical issues during this phase, verifying claims for extra work, and coordinating with Development function where necessary.
• Ensure all documents, drawings and manuals are obtained from the contractors before the final accounts are closed at the end of the defect liability period.
• Ensure the above documents and drawings are passed on to the relevant functions to facilitate the negotiation of maintenance contracts.
• Monitor performance of infrastructure/utilities construction contractor to ensure quality of work is as required, follow-up on progress and keep track of payment schedules and cash flows.
• Make decisions on critical issues during this phase, verifying claims for extra work, and coordinating with Development function where necessary.
• Ensure all documents, drawings and manuals are obtained from the contractors before the final accounts are closed at the end of the defect liability period.
• Ensure the above documents and drawings are passed on to the relevant functions to facilitate the negotiation of maintenance contracts.
• Contribute to the preparation of the functional budget for the Infrastructure/utility function and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are identified, and potential performance improvement opportunities are capitalized upon.
