Contract officer /Engineer (Reporting to Project Director)
Responsibilities:
Monitoring the implementation of O&M (Operation and maintenance contract) between ACCIONA and QEWC
Manage the provide technical proposals/ amendments to the existing contract for the silent parts
Prepare the contact packages and float the tender for the bidders for additional works out of the O&M contract scope
Ensure compliance with Qatar Municipality and environmental Ministry low and as per contract operation environmental Management plan.
Provide assistance to the Plant Manager in Review /Implementation and Record of OHS Plans and Procedures by liaising with the Operation and maintenance team
To closely Monitor and audit to ensure compliance OHS /Incidents procedures by all employees
To participate in reduction of Health, Environment and operational risks by delivering required training, ensuring all incidents /Near misses reported in time.
Updating all HSE procedures as per country legislations.
Responsible of Establishing the Project from the initiation stage and through all phases (initial Scope, developing scope /drawings /engineering data, freezing the scope, contracting, procurement, execution, commissioning /start up and handover)
Interaction with stakeholders and other involved expertise during all phases of the project engineering.
Obtaining the fund for the project by presenting the project necessity and cost estimates to senior management
Procuring the materials by creating PR through SAP and reviewing and approving suppliers technical offers
Evaluating bidders technically, coordinating with Contracting section during tendering stage, clarifying all technical quires, arranging site visit and leading the contract award kickoff meeting
Evaluating the contractors performance during contract period and providing the feedback to contracts section
Providing support and guidance to Contractor and to ensure execution of projects as Technical department engineering section goals.
Organize required documentation for contractor and subcontractors like ID badges, MIC gate passes, vehicle Entry Pass…..etc.
Responsible for allocating fabrication facilities and site offices if required to contractors and arranging required permit
Accountable for Contractor Material /Equipment Inspection and certification as per Q-Chem policy and procedure
Liaison with Area owner for Permit to work and Safety plan
Organizing JSA, daily tool box meeting, Crane Lifting plan and other site safety requirement
Ensure Contractor safety during site construction work and coordinating with area owner and project team for Plus and deltas
Support contractors for compliance of Q-Chem Safety procedures
Efficiently monitoring any delay in construction activity by the contractors and coordinate for corrective actions
Providing daily progress report from Contractors
Ensure construction as per the project design and addressing changes if any from time to time
Arranging PSSR and ensuring that all the punch items are rectified by contractor prior to de-mobilization the contractors from site
Immediate reporting of incidents or near miss events using the event processing system (EPS)
Provide Safety Department with monthly man-hours and head count figures within the first week of the month on a provided electronic spreadsheet
Accountable for daily Man-hours reporting, progress reporting, S curve reports as per shift
Instrumental in MSP program updating

Coordinating Contractors Safety and Job specific training as per Job scope requirement or contractual terms
Interacting with Security Department for contractor vehicle entry, material Entry, List of manpower and list of material
Responsible for allocating fabrication facilities and site offices if required to contractor
Coordinate for Contractors area Safety and Security requirements
Involve in Material issue / return / Surplus material record for contractors
Accountable for Contractor Material /Equipments Inspection and certification as per Q-Chem policy and procedure
Liaison with Area owner for Permit to work and Safety plan
