• Depth knowledge in development, implementation of the company HSE Plan and reviewing the various Risk Assessments with health safety procedures and Policies.
• Monitoring and enforcing standards of safety in compliance with QCS-2014 requirements, both local / international standards, codes of practices, Health and Safety Management System and Project established safety policies/procedures.
• Expert with depth knowledge in COSHH requirements, transportation, storage, handling, usage and disposal of hazardous waste in accordance with Manifest system.
• Actively supporting the development and realization of a positive, value health & safety culture, shared by all companies’ personnel / sub-contractors, maintaining effective communication and focused on safety excellence.
• Coordinate and monitor all project HSE activities to ensure that agreed HSE standards & legal requirements is fully implemented, monitored and frequently tracked for continual improvement.
Ensures Company/Client PTW procedures & all safety procedures are followed by all contractor personnel.
• Expert in incident analysis, investigation, identifying trends and recommends correctives / preventives actions against recurrence of such or similar incident. Also ensure submission of incident reports findings to the management for further action.
• Carrying out Safety Audits as planned and inspect workplace employees, machinery, safety equipment, environment and provide leadership with strategic directions to established positive cultures among workers.
• Monitoring all related activities within project site(s) and conduct regular inspection to ensure the work is being carried out in line with approved JSA, Risk Assessment, Method of Statement and established Permit to Work System.
• Proactively in solving organization QHSE related problems, carry out training needs analysis and conduct trainings for staffs and employees to promote familiarization to established safety management system of the organization.
• Proactive in identification of non-routine activities and ensure the processes are in place to protect employees, equipment and environment. Also advise and bring non-routine activities to the attention of the management, outstanding safety issues for further actions.
• Identifying applicable local regulations (QCS 2014, Qatar Labour Law & other applicable laws) and their provisions as it relates to the project scope, initiate implementation & monitor compliance. And correct unsafe act, unsafe condition and deficiencies.
• Provide technical advice, guidance, and mentoring to employees on safety initiatives and necessary changes and promote a friendly climate to create a strong team spirit, good morale, and cooperation.
• Preparing and ensuring timely submission of all project based QHSE daily, weekly, monthly reports to the Client is achieved with zero complaints.
• Ensure that workplace tools and equipment meet industry standards, operated by competent person and installed properly, as defined by the Occupational Safety and Health Administration.
• Analyse and detect weaknesses in the safety management program.
• Maintaining strong communication with project(s) parties, attending and initiating HSE meeting with various project(s) groups to addresses common issues affecting the project and their individual group to create a workplace that free of any recognizable hazards.
•Assist HSE Manager in development, implementation and monitoring of HSE Plan at site.
•To inspect the work place regularly and randomly in order to identify hazards and outstanding matters health and safety and record results and prepares a report for submittal and review with the safety Manager.
•Prepare / review Incident Report Form, investigate root causes, and identify corrective/preventive actions and submit findings to the management for further action.
•Ensure that the project HSE records are produced and maintained in accordance with company procedures and IMS standards.
•Assist in compliance reviews, general/specific risk assessments and other safety assessments to support Health, Safety and Environmental management
•Ensuring that HSE policies and procedures are understood and implemented at company places of work. Also assist in the development and presentation of relevant HSE training.
•Ensure that appropriate emergency arrangements are in place, ensure that fire, first aid and emergency evacuation precautions are known by all persons and visitors and that they are available at all locations.
•Supervise / coordinate with other contractors to achieve the project overall safety objectives with close communication.
•Depth knowledge in developing and implementing safe system of work for both routine and non-routine activities at workplace.
•Conduct periodical inspection of vehicles, equipment’s, tools and firefighting facilities etc.; and monitor the action points at workplace and render necessary guidance to Engineers/ Supervisors/ Workers during the site inspection.
•Ensuring workers are provided with suitable personal protective equipment, task specific PPE's are worn and ensure all workers fully aware of the strength/limitation of each worn PPE's.
• Monitoring and implementation of HSE Plan at site.
• Participate in the development of effective solutions to HSE problems, implement changes and follow up changes affecting the project or site.
• Organize and conduct safety training / briefing to ensure that all employees are observing, following, and understanding safety programs and regulatory guidelines.
• Ensure that visitors and onsite contractors comply with company safety regulations and adherence to safety standards by conducting basic safety induction training.
• Prepare review Incident Report Form, investigate root causes, and identify corrective with preventive actions and effectively report findings to the management.
• Ensure accurate and timely communication of all HSE related matters to involved parties.
• Advice, coordinates with, and provides technical guidance to the company and administrators regarding safety codes, policies and procedures.
• Coordinate with Architects, Engineers, Client and Construction Managers to discuss safety precautions and requirements, recommendations, and code analysis.
• Actively participate in preparation of JSA and Risk assessment.
