 Ensure that construction activities are implemented safely and in accordance with OSHA requirements and the local rules and regulations.
 Formulate policies, procedures and programs that comply with OHSA regulations.
 Develop, implement, and enforce policies that reduce the risk of accidents.
 Determine what policies are needed and to keep policies up to date, meeting the latest standards, and establishing new ones from time to time as more and newer risks are discovered.
 Conduct safety trainings for other staff among the A&E firm.
 Review and approve safety plan and traffic management plans submitted by the construction contractors, monitor safety compliance, report safety issues, identify potential hazards and recommending solutions and ways to prevent them from reoccurring.
 Be familiar with a series of relevant codes and requirements including, but not limited to OSHA, Ma'ataz, and the Civil Defense.
 Responsible for inspecting construction site conditions to determine if hazards are present and to establish procedures and policies to overcome those hazardous situations.
 Receive complaints and reports on safety concerns in construction sites.
 Liaise with external parties such as USAID and government-employed inspectors to facilitate evaluation of construction sites.
 Review blueprints, evacuation plans, designs for disposal systems, lighting and ventilation, and ensures there is no danger to the health or safety of workers or site visitors.
 Represent the construction company in meetings with government bodies and other agencies on matters regarding workplace health and safety.
 Liaise with these agencies for regular updates on legal regulations and program initiatives.
 Responsible for maintaining compliance with all governmental environmental regulations

1. Project 1, Hebron Southern Entrance Road
The Hebron Southern Entrance Road Project includes the following elements:

1.1 Installation of 0.6km drainage pipe line from Hebron Dura road to the existing water spring in the vicinity of Al Hawouz sewer lift station. The work will include construction of 550m drainage pipelines, milling and overlay of the existing road, replacement of the existing sewer line, pavement marking and traffic signs.
1.2 Replacement of existing 0.6km Al Hawouz lift station force main with new 450mm dia. steel force main from Al Hawouz lift station towards Al Tahrir Roundabout.
1.3 Construction of 1.1 km HDPE 200mm pipeline to be used as force main for the future Al Maghayer pump station which will be constructed by others.
1.4 Construction of a three leg roundabout at the intersection of Hebron Southern Entrance Road and Hwy 60, including lighting, drainage, and sidewalks.

2. Project 2, Hebron Northern Entrance Road
The rehabilitation of the Hebron Northern Entrance Road and Highway 35 includes the following elements:
2.1 Reconstruction of approximately 0.25 km of the Hebron northern entrance road.
2.2 Intersection improvement, widening, milling and overlay of approximately 0.42 km of Highway 35.
2.3 Drainage system upgrades.
2.4 Intersection lighting upgrades.
2.5 Required roadway furniture.

USAID- INPII- T.O 13-00016- Deir Sha’ar Main Pipeline (SHT)
• Installation of a new 12 kilometer, 750mm (30 inch) diameter main transmission pipeline from the Deir Sha’ar booster station to the existing 25, 000m3 reservoir in Halhul. The pipeline starts at the Deir Sha’ar booster station, passes alongside and supplies water from metered turn-outs to Beit Ummar, Karmi Tzur, Al-Arrub Camp, and Halhul, and ends at the existing reservoir in Halhul.
• Installation of 13 kilometers of network connections ranging from 300mm to 75mm, except 250mm diameter for the cities of Beit Ummar and Halhul.
• Upgrading approximately 10 kilometers of existing road along the pipeline alignment. This includes upgrading a 6.6 km stretch of a two-lane road, upgrading a 0.67 km section of a four-lane road, and milling and overlay of 2.8 kilometers of the existing roadway surface.
